BACKGROUND AND PURPOSE
WFP Turkiye Country Office provides e-voucher assitance to the Syrian refugees in the Temporary Accommodation Centers for over a decade. As part of the monitoring requirements, TR country office conducts post distribution monitoring (PDM) biannually, and collects data for Price Market Monitoring (PMM), On-site monitoring (OSM) and Beneficiary feedback surveys every quarter.
Post Distribution Monitoring (PDM) activities are designed to assess the ability of refugees living in camps to meet their food and other basic needs through the in-camp e-voucher programme, track changes over time, and evaluate how the e-voucher program has supported households to ensure smooth implementation. WFP conducts in-camp PDM surveys for the Syrian-populated camps bi-annually, in the first and third quarters of the year. These surveys gather data on household food consumption, dietary diversity, coping mechanisms, and spending patterns, which are used to assess the overall well-being of households and support evidence-based program interventions. PMMs are conducted both in the camp contracted markets as well as noncontracted markets nearby the camp, to monitor product pricing in camps, align it with local market trends, and make comparative analyses based on the value of the food basket provided.
OSM are conducted in the contracted markets to ensure compliance with the contractual obligations. The OSM focus on product diversity, quality, hygiene and pesticide regulations, cashier waiting lines, receipt delivery, waiting line, crowdedness and other aspects that are important for the programme to deliver a dignified service to the beneficiaries.
Beneficiary Feedback surveys focus on the beneficiary experience in the markets, issues they face during redeeming their assistances, satisfaction with the item variance and quality, as well as the knowledge of beneficiaries regarding the issue reporting mechanism and usage.
All these activities are conducted within the camps, where entrance is only possible through a clearance granted. Therefore, only those who have access to camps can be considered eligible for this contract. On average, 7 PDM surveys per day is expected to be completed.
ACCOUNTABILITIES / RESPONSIBILITIES
1. To conduct Post distribution monitoring (PDM) surveys in Adana Saricam Temporary Accommodation Center with the refugees benefiting from the WFP-TRC e-voucher assistance.
2. To conduct Price Market Monitoring, on-site monitoring and beneficiary feedback survey in the camp contracted market.
3. To conduct and observation study and prepare a report on the new developments in the camp as well as in the market, after the camp decongestion took place.
DELIVERABLES AT THE END OF THE CONTRACT:
A total of 150 PDM surveys, 1 Contracted 1 Noncontracted market PMM, OSM, 5 Beneficiary surveys, an observation report.
QUALIFICATION AND EXPERIENCE
Education: Completion of University Degree.
Experience:
• A minimum of 3 years of relevant experience is required.
• Experience in conducting field visits to monitor the implementation of projects.
Knowledge and skills:
• Sensitivity to cultural norms and practices.
• Familiarity with quantitative and qualitative data collection methods, such as interviews, surveys, focus group discussions, and direct observation.
• Strong written and oral communication skills
• Strong organizational and planning skills, including the ability to manage many tasks simultaneously.
Languages: Fluency (level C) in English, Turkish and Arabic language is required.
