Job Description (Roles and Responsibilities)

This is an opportunity to work for the Foreign Commonwealth and Development Office (FCDO) within British Embassy Ankara as it establishes a new bilateral development programme and implements the Development component of the Turkey Country Plan. The candidate will join the Development Team and will be confident working at pace and multi-tasking to support the successful delivery of one bilateral programme with multiple delivery partners that is managed by a Senior Programme Manager along with various Technical Advisers, a Programme Responsible Owner and a Senior Responsible Owner. This is an exciting opportunity as the UK establishes its first, bilateral development programme in Turkey and seeks to build its development partnership with Turkey.

Roles and responsibilities:

  • Lead on administrative, diary management and logistical duties for Development Director and logistical activities related to the Bilateral Programme (scheduling meetings, organising transport and field visits, organising contacts, events, official visits and writing letters, emails and Note Verbales when needed).
  • Provide advice to colleagues on FCDO’s Official Development Assistance Programme Operating Framework (PrOF) compliance, and standards on straightforward issues. Escalates complex issues to PM/PRO.
  • Focal point for Turkey Desk and commissions for UK and the Development Team, Ankara.
  • Initiate all HERA payment and invoicing related to the programme payments and be a focal point for HERA across the wider office.
  • Apply detailed knowledge and experience of the risk management framework categories and tools to projects and programmes.
  • Identify and assess risks and exposures in delivery chains, including fraud, fiduciary and safeguarding risks, applies appropriate mitigation and escalation measures until assurance is established. Ensure risk register is updated.
  • Apply financial management PrOF rules and controls to projects and programmes; monitors costs and ensures all expenditure represents VFM and is spent for the purpose intended.
  • Provide accurate financial information, ensuring credible budgets and forecasts; engages partners to ensure budgeting, forecasting and expenditure matches progress and milestones.
  • Manage delivery partner performance and monitors agreement obligations; manages amendments and exit plans to manage commercial risks and maintain VFM.
  • Understand the results chain and demonstrate knowledge of data collection techniques used to assess delivery.
  • Understand how the programme and partners will be monitored and supports Programme Team with monitoring and formal reviews of performance.
  • Work with a number of internal and external stakeholders and seeks their inputs to manage and address programme needs.
  • Engage with internal stakeholders on forward looks and communications of the Development and Humanitarian work as well as active engagement in programme delivery boards and when needed, deputising for the Programme Manager.
  • Act as focal point for corporate returns, coordinating input from the development team and wider network, London colleagues and ensuring a timely response that meets corporate and compliance requirements.
  • Support a corporate role within the British Embassy that contributes to the wider Embassy function and supports positive behaviours and team-work.
  • Internal travel across Turkey supporting Development Team with field and monitoring visits across South-East Turkey as well as high-level visits and events as and when needed.
Essential qualifications, skills and experience
  • Minimum of two years experience in managing the programme cycle and risk management in Turkey
  • Minimum of two years experience in financial management in development or humanitarian contexts.
  • Minimum of two years of budgeting and forecasting within an overseas organisation
  • Fluent communication skills in English and Turkish (both spoken and written, C1 advanced level).
  • Bachelor’s degree in a relevant field: e.g. business management, finance, accounting or programme management.
  • Ability to build strong, respectful and collaborative working relationships with Government and International Community.
  • Literacy in Microsoft Office packages (Excel, Word, Outlook, Microsoft Teams and PowerPoint).
  • Excellent organisational skills and attention to detail.
Desirable qualifications, skills and experience
  • Experience of Monitoring and Evaluation of complex, large programmes with donors/UN agencies.
  • Experience of Contract Management with World Bank or UN agencies.
  • A network of contacts across Turkey and good experience building and maintaining relationships with government, donors and partners.
  • Experience of working on the earthquake affected region in South East Turkey post February 2023.
  • Experience in drafting reports and briefs in English for an international audience.

This is a full-time, permanent contract, for 5 working days (36.25 hours net), per week.

The monthly salary for this position is $2,900.00 USD gross, paid in 12 instalments, EO level. Please note that staff members are responsible for paying any income tax required by local law.

All applicants should have the right to live and work in Turkiye. The British Embassy does not sponsor work permits. 

The successful candidate will be subject to professional background check, security clearance and a probation period of 2 months.

Staff recruited locally by the British Consulate General in Istanbul are subject to Terms and Conditions of Service according to local Turkish employment law.
