JOB TITLE:  Expert Consultant – Strategic Analysis for Türkiye’s Humanitarian Food Supply Chain

TYPE OF CONTRACT: Special Service Agreement (SSA) L7 / Consultancy WAE

UNIT/DIVISION:RAM / Turkiye Country Office

DUTY STATION (City, Country): Ankara, Turkiye

DURATION: 16 February 2026 – 15 May 2026 (3 Months)

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

Türkiye’s strategic geopolitical location and its agricultural production capacity positions it as one of WFP’s most important suppliers of food commodities. With the introduction of new financing mechanisms under the TKDK–World Bank programmes, there is a growing opportunity to strengthen domestic suppliers, enhance compliance with WFP’s procurement standards, and identify priority investment areas that can further reinforce Türkiye’s role as a global humanitarian food hub. These developments would benefit WFP by expanding its vendor base—an essential factor for operational resilience in a disaster‑prone context—and are expected to support more competitive pricing for WFP’s future procurements.

This assignment aims to provide WFP with a comprehensive mapping of Türkiye’s food production landscape, outline compliance and investment gaps within supplier groups, and propose a prioritization framework that aligns WFP requirements with national and international financing tools. The analysis will support strategic decision-making and help shape the roadmap for long‑term engagement with public institutions, IFIs, and suppliers.

ACCOUNTABILITIES/RESPONSIBILITIES:

1. Conduct sectoral mapping of food production, processing, and logistics capacities relevant to WFP procurement in Türkiye.

2. Identify investment needs and common gaps among producers.

3. Analyze current WFP supplier requirements and develop a prioritization framework aligned with WFP, TKDK, and World Bank criteria.

4. Review IFI funding mechanisms relevant to rural development and the agri‑food sector.

5. Provide recommendations to strengthen Türkiye’s position as a global humanitarian food hub.

6. Deliver Interim and Final Reports as specified.

DELIVERABLES AT THE END OF THE CONTRACT:

1. Interim Report – mapping, compliance overview, and initial prioritization framework.

2. Final Report – full assessment, funding review, and strategic roadmap.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:

Advanced degree in Economics, Business Administration, Agriculture, Rural Development, Supply Chain Management, or related fields.

Experience Knowledge & Skills:

  • Minimum 7 years of experience in sectoral analysis, supply chain assessment, or strategic planning.

  • Experience with public institutions or international organizations.

  • Strong analytical and stakeholder engagement skills.

  • Knowledge on business development context in Turkiye.

  • Understanding of IFI financing structures.

  • Knowledge of SME development procedures in the country.

  • Knowledge of the food industry is an asset.

Languages:

Fluency in English and Turkish required.
