Job Description - Vehicle Fleet Manager

What we do The International Committee of the Red Cross (ICRC) works worldwide to provide protection and humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and, at the same time, promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations. Purpose The Vehicle Fleet Manager oversees the management of the fleet of ICRC vehicles in their country or region of assignment to meet operational needs, working in strict compliance with the standards set at headquarters. The role involves effective and efficient resource planning and scheduling for ICRC- and non-ICRC-owned vehicles within the operational area. Accountabilities & Functional Responsibilities
  • Fleet efficiency: Determines fleet needs and maximizes efficiency through planned resource allocation in accordance with headquarters guidelines.
  • Training & recruitment: Provides and organizes employee training and recruitment in line with security regulations and technical guidelines.
  • Fuel management: Manages and controls fuel supplies, ensuring accountability and contingency planning.
  • Inventory management: Establishes and controls the spare parts inventory following ICRC guidelines.
  • Private transport services: Provides technical input for decisions regarding contracted private transport services, especially freight transport.
  • Administrative compliance: Ensures professional handling of all administrative paperwork related to vehicles and drivers, including vehicle and driver data files, registration, and convoy documentation.
  • Site security: Collaborates with the Logistician to ensure all sites are secure against fire, collateral damage from weapons, and illegal access.
  • Regulatory compliance: Ensures all vehicles comply with ICRC and national rules, including third-party and casco insurance.
  • Vehicle pool management: Monitors, organizes, and maximizes the efficiency of the vehicle pool to support delegation operations.
  • Budget support: Provides technical support for regional budget preparation, approves orders, and oversees vehicle disposal.
  • Reporting & analysis: Acts as the administrator of the Fleetwave Centralize application, generating reports, analyzing them, and taking corrective action.
  • Risk mitigation: Ensures risks are mitigated by performing controls assigned to the role as described in the Logistics Risk and Control Matrix.
People management responsibilities
  • Supervises the Workshop Manager, Drivers, and Dispatchers.
  • Prepares the fleet budget for the cost centers under their responsibility.
  • Typically manages under 400 assets (vehicles, boats, etc.) in a large logistics setup.
Scope & Impact Geographical Remit: Country-level. Internal Relationships : Interacts mainly with logistics staff and delegation management. External Relationships : Interacts with the head of police, ministry officials, insurance companies, weapon bearers, and customs officers. Certifications / Education required
  • Technical degree in automotive technology (Swiss federal certificate of capacity or equivalent).
  • Accredited management training.
  • Excellent command (written and spoken) of English. Working knowledge of French (B2 level) is an asset.
  • Very good skills with computers and workshop finances.
  • Driving license B and C.
Professional Experience Required
  • 6 years' experience working in transport or an automotive workshop.
  • Very good knowledge of the political situation and social and cultural norms of the area of assignment.
  • Two years' management experience.
  • Previous exposure to other cultural and religious contexts.
  • Experience working in a foreign country is an asset.
Desired competencies
  • Logistic project management skills: Supervise and monitor fleet-related projects and processes to ensure objectives are met.
  • Relationship management: Develop and manage relationships with internal customers and business partners.
  • Budget & schedule management: Develop and manage budget and schedule to ensure targets are met.
  • Inventory management: Manage inventories and stocks efficiently.
  • Compliance: Ensure adherence to internal processes, regulatory requirements, and deadlines.
  • Analytical skills: Proficiency with modern analytical tools for budget tracking and performance monitoring.
  • Reporting and auditing: Comfortable with reporting and conducting audits.
  • Land transport knowledge: Experience in trucking business, freight forwarding, etc., is beneficial.
  • Vehicle dispatching experience: Experience with dispatching light vehicles and trucks is an asset.
  • Technical knowledge: Knowledge of automotive technology is an asset.
Our operational & field constraints
  • In line with the principle of neutrality, the ICRC does not assign personnel to a country of which they are nationals
  • Candidates must be in good health and will have to do a medical check-up prior to departure in the field
  • Candidates must possess a driving license (for manual transmission vehicles)
  • Candidates must be prepared to accept unaccompanied postings (i.e. no spouse, partner, children or dependents) for at least the first 24 months
