Job Description - Chief Executive Officer

Position : Chief Executive Officer (CEO)

Reports to : Shareholders and Management Committee

Supervises : Executive Leadership Team

Location: UAE

Overview: The Chief Executive Officer (CEO) will execute the strategic business goals of the Company, in line with its vision, mission, and strategic plan. The CEO will provide strong and effective leadership to manage all activities in a world-class manufacturing plant. This includes overseeing the liaison with internal and external clients, ensuring smooth functioning of technical and managerial matters, and planning and controlling all aspects of the plant to achieve safety, production, and budgetary targets.

Key Accountabilities & Activities

Key Responsibilities:

  • Lead the execution of the Company's strategic business goals.
  • Manage all activities in the manufacturing plant to ensure world-class operations.
  • Liaise with relevant staff to execute contractual arrangements with various contractors.
  • Ensure smooth functioning of technical and managerial matters by liaising with internal and external clients and corporate offices.
  • Plan and control all plant aspects in accordance with company procedures and government guidelines.

Health, Safety and Environment:

  • Demonstrate complete knowledge of HSSE laws, policies, and procedures.
  • Oversee the functions of the site Incident Commander.
  • Execute designated HSE&Q responsibilities to ensure safe and cost-effective plant operations.
  • Order and participate in special investigations.
  • Ensure compliance with HSE regulations through the HSE Team.
  • Lead the Quality Management programme of the Company.

Sales and Marketing:

  • Collaborate with the Marketing/Sales department to gather production-related inputs and create production plans.
  • Ensure Sales and Marketing activities are managed to deliver maximum profitability.
  • Develop new market opportunities.

Technical:

  • Work with technology providers, catalyst suppliers, and business associates to define long-term production goals.
  • Oversee plant start-up, shut-downs, and plant parameters to review corrective actions.
  • Recommend best-practice engineering solutions to optimise plant operations.
  • Prepare and recommend budgets for projects and operations, and monitor financial performance.
  • Resolve escalated technical issues and review root cause analyses conducted by the Operations/Maintenance team.

Human Resource Management:

  • Ensure the availability of required manpower for safe and efficient plant operations.
  • Execute company policies and procedures as defined in the HR Policies and Procedures Manual.
  • Conduct regular performance reviews and provide feedback and guidance to direct reports.
  • Promote a harmonious work environment among all departments and staff.
  • Manage the contributions of all departments to achieve the Company's business goals and objectives.

Functional & General Accountability:

  • Ensure the demands of the Company are consistently met within established standards of quality, cost, and delivery date.
  • Manage and oversee overall operations at the site.
  • Facilitate recommendations to improve productivity, quality, and efficiency.
  • Analyse and approve recommendations for changes in procedures or plant and equipment modifications.

Communication:

  • Pro-active communication with internal and external stakeholders.
  • Establish and maintain communication within and outside the Company regarding plant conditions.
  • Communicate to the Board on all staff-related incidents that may expose the Company.

General Accountabilities:

  • Maintain a consistent line of internal and external communication in matters relative to plant and employee efficiencies.
  • Perform miscellaneous job-related duties as assigned.

Background, Skills & Qualifications

Knowledge, Skills, and Experience:

  • Extensive and varied experience in the management of manufacturing units and application of engineering sciences in a petrochemical plant environment.
  • Strong experience with HSE-related topics, especially in process and people safety.
  • Strong technical and leadership skills with a focus on values and transparency.
  • Extensive knowledge of budgeting and finance management.
  • Strong analytical, project management, contract management, and negotiation skills.
  • Strong leadership, mentoring, communication, and presentation skills.
  • Excellent supervisory skills with the ability to handle multiple tasks and responsibilities.
  • Technically proficient with a capability to quickly understand new technologies.
  • Demonstrated experience in controlling costs to budget targets and in generating successful cost reduction projects.

Qualifications:

  • A First Degree in Engineering (Mechanical or Chemical), Marketing, or a relevant discipline.
  • A minimum of fifteen (15) years of experience in a large size process plant environment, with five (5) years at a senior management level.
  • Strong but collaborative working style to foster team spirit among the leadership team and workforce.
