POSITION PURPOSE
The Chief Financial Officer is the Bank’s senior financial executive, responsible for the overall financial strategy, planning, control, and reporting. Reporting to the CEO, the CFO owns financial and regulatory reporting, capital and balance sheet management (in partnership with the Group Treasurer), financial planning and analysis, investor relations, and cost management across the Bank.The incumbent is a key strategic partner to the CEO and Board, providing financial insight and rigour to major business decisions, capital allocation, and performance management, while ensuring the Bank maintains the highest standards of financial integrity, regulatory compliance, and transparency to shareholders and regulators.This role requires a seasoned finance executive with deep banking finance expertise, strong regulatory and capital management acumen, and the credibility to engage with the Board, investors, auditors, and the Central Bank of Oman on the Bank’s financial position and performance.
KEY ACCOUNTABILITIES
1. Financial Strategy & Planning• Develop and own the Bank’s financial strategy, multi-year financial plan, and annual budget, aligned to the corporate strategy and Board-approved targets.
• Lead financial planning and analysis (FP&A), providing the CEO, EXCO, and Board with robust performance insight, forecasts, and scenario analysis.
• Drive disciplined capital allocation across business lines, ensuring investment decisions are grounded in rigorous financial and return-on-equity analysis.
• Own the Bank’s cost management agenda, driving efficiency and productivity improvements across the organisation.
2. Financial & Regulatory Reporting
• Own the Bank’s financial reporting function, ensuring accurate, timely, and IFRS-compliant financial statements and disclosures.
• Ensure full compliance with CBO regulatory reporting requirements, including prudential returns, capital adequacy reporting, and other supervisory submissions.
• Manage the external audit relationship, ensuring timely completion of the annual audit and resolution of audit findings.
• Oversee financial statement preparation for the Board, Audit Committee, shareholders, and regulators.
3. Capital & Balance Sheet Management
• Partner with the Group Treasurer on capital planning, including ICAAP, capital adequacy ratio management, and Basel III/IV compliance.
• Own the Bank’s capital structure strategy, including dividend policy recommendations and capital raising initiatives.
• Provide financial oversight of balance sheet growth, ensuring alignment with capital constraints and profitability targets.
4. Investor Relations & Stakeholder Reporting
• Lead the Bank’s investor relations function, managing relationships with shareholders, analysts, and rating agencies.
• Ensure timely and transparent communication of the Bank’s financial performance and strategic outlook to the investment community.
• Support the CEO in Board and shareholder presentations, ensuring financial narratives are clear, credible, and well-supported.
5. Financial Controls & Governance
• Own the Bank’s financial control framework, ensuring robust internal controls over financial reporting and compliance with the Bank’s delegation of authority.
• Ensure tax compliance and effective tax planning across the Bank’s domestic and international operations.
• Partner with the Chief Risk Officer and Chief Internal Auditor on financial risk management and control assurance.
6. People Leadership & Team Development
• Build, lead, and develop a high-calibre finance team across FP&A, financial control, regulatory reporting, and tax.
• Drive Omanisation within the finance function; develop Omani finance talent through structured training and mentoring in coordination with HR.
• Foster a culture of financial discipline, integrity, and analytical rigour; role-model the Bank’s values in all interactions.
QUALIFICATIONS & TECHNICAL REQUIREMENTS
Education
• Bachelor’s degree in Finance, Accounting, Economics, or a related discipline (essential).
• Master’s degree in Finance or Business Administration (MBA) is strongly preferred.
• Professional qualifications such as CA, ACCA, CPA, or CFA are essential.Experience
• Minimum 18–20 years of progressive finance experience within banking or financial services, with at least 7–10 years in a senior finance leadership role (CFO, Deputy CFO, or equivalent)
• Demonstrated track record of managing financial and regulatory reporting, capital planning, and financial control for a licensed bank.
• Proven experience engaging with Boards, external auditors, rating agencies, and investors.
• Prior experience in Oman or the GCC is essential; deep familiarity with CBO regulatory reporting and capital adequacy requirements.Technical Competencies
• Deep expertise in IFRS, banking financial reporting, and CBO prudential and regulatory reporting requirements.
• Strong understanding of capital adequacy frameworks (Basel III/IV, ICAAP) and balance sheet management.
• Knowledge of financial planning, budgeting, and management reporting systems.
• Excellent command of written and spoken English; Arabic language proficiency is a significant advantage.
