Job Description - Deputy Manager - Mechanical Static

Supervise and lead a team ofengineers and designers in carrying out detailed engineering workfor projects assuming entire responsibility for conceptual anddetailed design and provide necessary technical information forprocurement in compliance with tender specifications/data sheetsand within budgeted cost, man-hour and projectschedules.
Review ITB (Invitation to Bid)documents during the proposals stage, issue inquiry requisitions,review techno-commercial offers, prepare equipment, material andman-hour estimates. Works related to guiding other members in theteam. Generally leads the effort as LeadEngineer.
Review contract requirements forproject execution, organize preparation of the Technical DocumentRegister (TDR), identify requirements and scope of work; reviewphilosophies, Project specifications, Process Data Sheets (PDS),Piping Material Specifications (PMS), Piping/Ducting &Instrumentation Diagrams (P&IDs/D&IDs) andMechanical Data Sheets (MDS), Review and revision thereof asrequired. Establish contract review criteria, identify and resolvediscrepancies and divergences from original proposal throughtechnical queries to projects/client.
Verifyand conceptualize the most optimum work route. Identify a clearscope of work/supply and accordingly plan/schedule the engineeringactivities and manpower resource. Identify and quantify totalnumber of engineering deliverables, man-hour allocation, formats ofdeliverables, time schedules and other requirements for executionof the work.
Coordinate with projects andplanning on project time schedules, establish target completiondates and ensure target dates areachieved.
Develop Manpower charts andschedules, recommend, assign and deploy manpower for the executionof engineering activities within budgeted project man-hours.Recommend cost effective measures to reduce overall manpowercosts.
Provide inputs for the preparation ofplot plans, organize the issuance of engineering drawings / MDS andother technical documents for Inter-Discipline Checks(IDC’s), coordinate with other engineering disciplinesfor integration of the data inputs.
Direct forthe preparation of Inquiry Requisitions, participate in thetechnical evaluation of suppliers offers. Direct and provideguidance in the Technical Bid Evaluations (TBE), review supplierdrawings and documents. Supervise the review of designcalculations, ensure supplier equipment specifications meetrequirement of client equipment specifications and are withinbudgeted costs.
Direct for the preparation ofPurchase Requisitions of equipment and materials. Review supplierquality plans, ensure supplier equipment’s compatibilityand compliance with the scope of client specifications. Coordinatewith procurement and expedite delivery of materials and equipmentto site through delivery team.
Interface andregularly meet with client and supplier representatives, conductinternal staff meetings, ensure the progress of project inaccordance to schedule, allotted man hours and budgeted costs.Coordinate with projects and planning departments on schedulerelated issues. Update TDR progress reports through Petrocept,Documentum, Webtop softwares.
Direct andmonitor Material Take off (MTO) activities, identify irregularitiesand shortfalls, take corrective action asrequired.
