Head of Technology Management Office UAE National

The Head of the Technology Management Office (TMO) is a senior leadership role within the Technology organization, serving as Chief of Staff to the CIO and acting as the central authority for strategy execution, governance, performance management, and enterprise-wide coordination across Technology.

The role is accountable for operationalizing Technology strategy, translating strategic intent into measurable outcomes, KPIs, governance mechanisms, and execution cadence. It ensures that Technology priorities, investments, performance, communications, and people governance are cohesive, transparent, and aligned with the Bank’s strategic objectives.

This role operates with enterprise-level influence, enabling the CIO and Technology leadership to focus on strategic decision-making while ensuring disciplined execution, stakeholder confidence, and organizational effectiveness.

Key requirements: 

• 12–16 years of progressive experience in Technology, Program Management, and Banking.
• Proven leadership experience within Technology functions in a regulated banking environment.
• Demonstrated experience operating at CIO / ExCo interface level.
• Cross-border and multi-entity stakeholder management experience.
• Project Management certifications (PMP, PRINCE2, or equivalent) preferred.

• Serve as the Chief of Staff to the CIO, providing strategic support and ensuring disciplined execution of Technology strategies.
• Translate strategic intent into measurable outcomes, KPIs, and governance structures, ensuring alignment with the bank's goals.
• Operationalize Technology strategies, managing priorities, investments, and performance to drive organizational effectiveness.
• Act as the central authority for Technology governance, coordinating and communicating with stakeholders across the enterprise.
• Manage and lead a high-performing TMO team, fostering a culture of collaboration and innovation.
• Ensure effective cross-border and multi-entity stakeholder management, building strong relationships and maintaining stakeholder confidence.
• Provide regular performance management updates, communicating Technology's value and impact to the organization.
• Stay updated with industry trends and best practices, driving continuous improvement and innovation within Technology.
• Collaborate with Technology leadership to identify and mitigate risks, ensuring a robust and resilient Technology function.

• 12-16 years of progressive experience in Technology, Program Management, and Banking, with a proven track record of leadership.
• Demonstrated experience operating at the CIO/ExCo interface, influencing enterprise-level decisions and strategies.
• Strong understanding of banking regulations and the ability to navigate a regulated banking environment.
• Excellent project management skills, with certifications such as PMP, PRINCE2, or equivalent preferred.
• Proven ability to lead and manage cross-functional teams, fostering a collaborative and inclusive work environment.
• Strong analytical and problem-solving skills, with the ability to translate complex data into actionable insights.
• Excellent communication and interpersonal skills, with the ability to build and maintain strong relationships.

• A bachelor's or master's degree in a relevant field, such as Computer Science, Engineering, or Business Administration.
