Human Resources (HR) Specialist (based in UAE or Qatar or KSA)

About the role
We are looking for an Human Resources (HR) Specialist to support HR operations across BLR WORLD's core team and project teams, with a particular focus on KSA and Qatar HR needs. The role will coordinate employee lifecycle administration, HR documentation, compliance, onboarding and offboarding, probation and performance tracking, and People Development support for the Core BLR WORLD team. Candidates may be based in KSA, Abu Dhabi, Qatar or Dubai; however, regardless of base location, the role will follow a Sunday to Thursday working week to align with KSA and Qatar operations.
Responsibilities
Manage employee lifecycle (onboarding, contracts, probation, confirmation, offboarding)
Draft employment contracts, offer letters, addendums, and HR letters
Ensure compliance with UAE, KSA and Qatar HR requirements, labour regulations, and internal policies
Maintain HRMS records and support future HR systems integration
Maintain employee records in accordance with legal standards
Support payroll coordination and WPS compliance
Support employee benefits and compensation administration
Maintain record of passport, visa and insurance renewals
Maintain record of employee's attendance, leave and sickness
Create and update Company policies and set of procedures
Monitor HR regulatory updates across UAE, KSA and Qatar and support preparation for new office/project openings
Manage different types of contractual terms based on project nature
Create contracts, and all legal documents in compliance with Labor Law
Oversee visa application, work permit, health insurance
Oversee documentations, Salary Certificate, NOC, etc.
Coordinate probation reviews, performance reviews, and assessment tracking
Manage UAE portals (MOHRE, GDRFA, ICP, WPS systems)
Manage Saudi portals (Qiwa, GOSI, Mudad, Muqeem, Absher Business)
Oversee visa processing, work permits, Iqama renewals, Saudization & Emiratisation compliance
Oversee Qatar Portals (QFC)
Coordinate with PROs and immigration vendors
Draft and update HR policies and employee handbook
Ensure alignment with GCC labour regulations, with focus on UAE, KSA and Qatar requirements
Support audit preparation and compliance reporting
Support performance review cycles and OKR
Assist in probation assessments
Maintain performance documentation and KPI tracking
Support People Development initiatives for the Core BLR WORLD team, including development plans, skills-gap tracking and learning follow-up
Coordinate training needs analysis with line managers and maintain learning and development records
Support the rollout of internal development sessions, workshops, mentorship activities and HR-led learning initiatives
Track completion of probation objectives, performance goals, development actions and follow-up commitments
Support employee engagement, wellbeing and culture initiatives aligned with BLR WORLD's people-first approach
Prepare people development updates, reports and trackers for HR leadership and management review
Provide structured HR advisory support to employees, managers and project teams
Handle disciplinary documentation and investigations
Ensure structured and legally compliant employee communication
Bachelor's Degree in Human Resources, Business Administration, related field or CIPD qualification (Level 3/5 preferred) or equivalent HR certification
Minimum 4–6 years GCC HR experience
UAE Labour Law
Saudi Labour Law
Government portals UAE, KSA and Qatar
UAE immigration and labour portals
Experience drafting contracts and policies
Strong documentation and compliance mindset
Experience supporting KSA and Qatar HR operations is preferred
Ability to coordinate HR work across different base locations and operate Sunday to Thursday in line with KSA/Qatar working patterns

Location & Commitments
Full-time, contracted role.
Working days will be Sunday to Thursday, to support KSA and Qatar HR needs.
Candidates may be based in KSA, Abu Dhabi, Qatar or Dubai, subject to business and legal requirements.
Work 5 days a week, 9 hours a day, including a 1-hour lunch break, with flexibility according to project and regional requirements.
Office-based, hybrid or project-based attendance may be required depending on business needs and the employee's approved base location.
The role will support KSA and Qatar HR requirements, while also coordinating with the wider BLR WORLD HR function and Core team as needed.
