Job Purpose

Lead the product management and end-to-end delivery of the government product portfolio — Dari, AccessRP and Aqari — and carve out a common underlying platform that lets Go-to-Market win new jurisdictions in a quasi off-the-shelf fashion. Modernize these products with practical AI capabilities, and lead the next generation of federal and regional platforms that connect to and leverage the underlying systems built for local governments. Own assigned government products within the Head of Product's overall strategy, translating government requirements and user needs into prioritized roadmaps and measurable outcomes — with a relentless focus on delivery quality, platform reliability and government client satisfaction.

Key Accountabilities

Government Product Strategy & Roadmap

• Own product strategy and roadmap for assigned government products (Dari, AccessRP, Aqari and successors), within the portfolio direction set by the Head of Product.
• Translate government priorities, policies and user needs into clear product outcomes, capabilities and delivery plans — taking responsibility for the plan rather than the constraints around it.
• Define product-level goals, KPIs and success metrics covering adoption, client satisfaction, service uptime, delivery quality and operational efficiency.
• Drive convergence of similar government products onto a common platform to enable faster, off-the-shelf expansion into new jurisdictions.

Government Stakeholder Management & Client Satisfaction

• Act as primary product owner for assigned government entities, maintaining alignment on scope, priorities and outcomes, and building a genuine feedback loop with client-side users and decision-makers.
• Track and act on client satisfaction, feedback and service-performance data — including uptime and incident trends — owning corrective plans where satisfaction or reliability falls short.
• Lead product discovery, requirements workshops and roadmap discussions with government stakeholders; document and communicate decisions and trade-offs clearly and in writing.
• Represent product performance and priorities in governance forums and steering committees with crisp, data-backed reporting.

Product Delivery & Lifecycle Management

• Own assigned government products end-to-end — discovery, requirements, delivery, launch, adoption and continuous improvement — holding the team and delivery partners to a high bar for quality and reliability.
• Prioritize backlogs based on government priority, customer value, technical dependencies and risk; make trade-off calls rather than escalating every decision upward.
• Track delivery against roadmap commitments and service-level expectations, including uptime/availability targets; drive corrective action the moment performance slips.

AI & Platform Modernization

• Identify and deliver practical AI and automation opportunities within government products, applying the evaluation frameworks and human-in-the-loop safeguards set by the Head of Product.
• Push the boundary of what AI can responsibly deliver in a government context, balancing innovation with privacy, security and regulatory constraints.
• Contribute to the design of federal and regional platforms that connect to and leverage underlying local-government systems.

Cross-Functional Leadership & Risk

• Lead cross-functional delivery across Technology, UX/UI, Operations, Finance and third-party partners to keep the team aligned on outcomes and priorities.
• Identify and mitigate product-level risks — delivery, adoption, integration, information security, privacy, data management and third-party dependencies.
• Communicate roadmap progress, client satisfaction, risks and trade-offs clearly to the Head of Product and senior internal and external stakeholders.

Qualifications, Experience & Skills

Minimum Qualifications

• Bachelor's degree in engineering, computer science, business, economics, information systems, marketing or a related field.
• Master's degree, MBA and/or a recognized Product Management, Agile or Project Management certification is preferred.

Minimum Experience

• 10+ years' experience in product management, digital product development, digital transformation or a related field.
• Demonstrated experience managing government projects, government digital services and/or large-scale public-sector technology initiatives.
• Proven track record owning complex digital products from strategy and requirements through delivery, launch and value realization.

Knowledge & Skill Requirements

• Strong product management capability across strategy, roadmap development, prioritization, lifecycle management and outcome measurement.
• Strong government stakeholder management and governance experience, comfortable operating in structured approval and decision-making environments.
• Track record of driving client satisfaction, service quality and platform reliability — uptime, SLAs, incident management and closed-loop feedback.
• Ability to translate complex government, business and user requirements into clear functional and technical product requirements.
• Strong understanding of enterprise platforms, APIs, system integrations, Agile/Scrum delivery and product management tools such as JIRA or equivalent.
• Sound understanding of AI-enabled products and automation, with awareness of privacy, information security, governance and responsible-use considerations.
• Excellent written and verbal communication, stakeholder management and influencing skills, with sound judgment under ambiguity.
