Job Purpose :
The Senior Business Analyst will serve as a critical link between stakeholders, development
teams, and product owners in the delivery and enhancement of Customs risk management
systems and Single Window solutions. This role requires a strong blend of product
ownership, and requirement analysis experience / skills. Domain knowledge in Customs
operations and trade facilitation is desirable. The Senior BA will lead requirements
elicitation, process modelling, backlog prioritization, and solution validation to ensure that
solutions meet both business objectives and operational realities in Customs solutions
supplied by client.Job Purpose
Requirements
Key Responsibilities:
• Act as the primary liaison between Clients, trade stakeholders, and the development
team.
• Elicit, document, and prioritize business and functional requirements for risk
management and Customs Single Window solutions.
• Collaborate closely and act as the Product Owner to refine the backlog and ensure
alignment with strategic goals of the business.
• Support pre-sales and up-sales activities, including facilitating workshops,
conducting requirements walkthroughs, and delivering solution demonstrations to
stakeholders and potential clients as may be required from time to time.
• Participate in the development of Business Requirements Specifications (BRS) to
guide development teams, ensuring requirements are clear, testable, and traceable.
• Analyze, document, and optimize Customs business processes, ensuring compliance
with international trade standards.
• Define and validate user stories, acceptance criteria, and business rules for new
features and enhancements.
• Support configuration and testing of business rules, reference datasets, and
integration points.
• Coordinate UAT (User Acceptance Testing) and gather feedback for iterative
improvements.
• Provide functional oversight on defect triaging, impact analysis, and prioritization of
fixes/enhancements.
• Ensure traceability of requirements from conception through delivery and
acceptance

Educational and Technical Qualifications:
• Bachelor’s degree in business administration, Information Systems, Supply Chain
Management, or a related field.
• At least five (5) years of experience as a Business Analyst, preferably in Customs,
trade facilitation initiatives, or other government IT systems.
• Proven experience in product ownership or acting as a proxy Product Owner in agile
environments.
• Familiarity with international trade standards, and compliance requirements from
organizations such as WCO, WTO, and UN/CEFACT is desirable.
• A good understanding of Customs processes, risk management frameworks, and
Single Window implementations.
• Experience with requirements management tools, workflow systems, and business
process modeling.
• Strong stakeholder engagement, negotiation, and facilitation skills.
• Proficiency in English; additional languages such as Arabic or Urdu are an asset.
• Knowledge of project management and change control processes, with the ability to
work effectively in Agile or hybrid delivery environments.
• Ability to work in cross-functional teams with geographically distributed
stakeholders
