System Assurance Engineer - Asset Configuration Change Application (ACCA) Coordinator

The mission and activities described below are not exhaustive and may evolve to better suit the needs of Keolis MHI.

KEY RESPONSIBILITIES 

Strategic

1. Maintaining the Asset Configuration Change Application Register.


2. Provide bi-weekly statistics on ACCAs to the Maintenance Quality Assurance Manager.


3. Participate to the development and support the implementation of the paperless ACCA process.


4. Liaise and interface with the Configuration Change Sponsors to ensure the ACCAs are completely in a timely manner.


5. Identify areas for Change Management process improvements.


6. Ensure compliance with internal processes and procedures, including Engineering & Maintenance procedures.


7. Perform and carry out other duties as instructed / directed by the Maintenance Quality Assurance Manager and Head of System Assurance.


8. Ensure compliance with the Keolis-MHI Management System and all relevant business.


9. processes, procedures and work instructions to deliver all work with appropriate quality and governance standards.


10. Ensure security and integrity of all data provided including reporting performance, finance and customer information; reference Keolis-MHI non-disclosure policy.


11. Ensure compliance with all training requirements of Keolis-MHI and ensure adherence to these requirements at all times whilst in employment.


12. Report any accidents, incidents, breaches or potential breaches to appropriate management or the speak up process.


13. Support the long-term integrity and governance of asset configuration management by ensuring the Asset Configuration Change Application (ACCA) process is consistently applied, controlled, and auditable across the Maintenance and MILS functions.


14. Act as a key strategic enabler for system assurance by ensuring all configuration changes are properly captured, assessed, and documented, thereby supporting safe, reliable, and compliant rail operations.


15. Contribute to the continuous improvement of Change Management frameworks, including the development, standardization, and implementation of enhanced or paperless ACCA processes in line with organizational transformation objectives.


16. Provide management-level visibility and decision support through structured reporting, trend analysis, and bi-weekly ACCA statistics to enable informed planning, prioritization, and risk-based decision-making.


17. Support the organization’s Integrated Management System (IMS) by ensuring alignment between Engineering, Maintenance, Quality, and Safety requirements when configuration changes are proposed and implemented.


18. Proactively identify systemic gaps, risks, and improvement opportunities within the configuration and engineering change processes, and recommend corrective or preventive actions to management.


19. Strengthen regulatory, contractual, and internal compliance assurance by ensuring that configuration change governance supports audit readiness, safety assurance, and lifecycle asset management obligations.


20. Enable transition and adoption of digital and paperless change management processes.


21. Strengthen organizational compliance with Engineering Change Management requirements.


22. Support data-driven decision-making by ensuring availability of accurate ACCA information.


23. Contribute to the effectiveness of the Integrated Management System (IMS).


24. Support organizational objectives related to safety assurance, quality, and operational excellence.


25. In liaison with the Learning and Development Department, develop and maintain training and assessment regimes for Asset Configuration Change Application.


26. Implement systems to ensure the timely reporting and effective investigation of accidents and incidents, ensuring that lessons learnt are captured and used in the continuous improvement process.


27. Maintain KPI’s on safety performance and produce management reports in order to analyse trends and recommend improvements.


28. Ensure each workplace satisfies the local and international standards for health, safety and welfare requirements.


29. Review and monitor prevention and precautions in risk registers and/or hazard logs for adequate control of, exposure to hazardous substances, and danger from flammable, explosive, electrical, noise, radiation and manual handling risks.


30. Ensure all new starters receive a full departmental induction and all necessary training for them to become competent in their role within their probation period in conjunction with the Training Department.


31. Review con-conformances raised against the department regularly and assign resource to close out overdue non-conformances (NCs) within agreed timescales.


32. Lead, manage and motivate the team, including coaching departmental supervisors or team leaders.


33. Complete annual and mid-year appraisals and identify any sub-standard performance or behaviour and ensure corrective action through employee development plans.


34. Undertake on-call duties as per roster and report notifiable incidents to department leads, Key stakeholders, Regulatory agencies and QHSE Director (where required).


35. Comply with all Keolis-MHI SMS Policies and Standard Operating Procedures and all local regional or contract related policies and procedures.


36. Perform and carry out other duties as instructed / directed by the Head of System Assurance.


37. Ensure security and integrity of all data provided including reporting performance, finance and customer information; reference Keolis-MHI non-disclosure policy. To exercise personal duty of care for their own health, safety and welfare and for those affected by their acts or omissions; reference SMS GSOP-HSE1-6 Keolis-MHI organisational QHSE responsibilities.

Financial

1. Ensure Contractual KPIs are met and a plan is in place to meet the annual targets.


2. Ensure functional team expenditure is sanctioned and approved by Head of System Assurance & QHSE Director.


3. Ensure accuracy and integrity of ACCA-related data that may support performance, financial, and asset reporting.


4. Prevent rework, errors, or non-compliance that could result in additional cost or operational risk.

Stakeholder / Customer

1. Arrange and lead on key H&S Topic with internal and external stakeholders.


2. Prepare material for quarterly stakeholder meetings and ensure material.


3. Lead on all key communications and committees related to scope of role.


4. Liaise with Configuration Change Sponsors to ensure ACCAs are completed accurately and within agreed timelines.


5. Interface with Engineering, Maintenance, MILS, and Quality teams to ensure alignment on configuration change requirements.


6. Communicate ACCA status and statistics to the Maintenance Quality Assurance Manager.

Operational

1. Ensure all Risk Assessments related to the O&M contract are in place and up to date.


2. Support departments in the development of operational plans for key events.


3. Develop operational safety contingencies and plans for safety related issues.


4. Ensure key areas of responsibility are managed relating to the H&S annual strategy.


5. Maintain and update the Asset Configuration Change Application (ACCA) Register.


6. Provide bi-weekly ACCA statistics and performance reports.


7. Ensure compliance with internal procedures, Engineering and Maintenance processes.


8. Support implementation and operation of the paperless ACCA process.


9. Identify and report opportunities for process and system improvements.


10. Perform additional duties as directed by the Maintenance Quality Assurance Manager or Head of MILS.

1. Lead and manage all direct reports and set annual objectives in line with organisational and departmental objectives.
