Job Description - Compliance Lead - interim - Market and Trading - Oil and Gas Group - inside IR35

Our client, a privately held Oil and Gas Group, is looking to hire a Compliance Monitoring Lead. This role will be responsible for overseeing and enhancing regulatory compliance monitoring across the Marketing & Trading (M&T) business. This role involves close collaboration with the Marketing & Trading, Legal, and Compliance teams to implement effective control processes, introduce market surveillance mechanisms, and develop risk mitigation strategies. The successful candidate will ensure all activities comply with applicable regulations and internal policies, supporting the business in maintaining a robust compliance culture.

Key Responsibilities

Ethics and Regulatory Compliance

  • Ensure all compliance activities adhere to applicable regulatory requirements, legislation, and internal procedures.
  • Promote a strong compliance culture in line with the company’s Ethics and Compliance Policies.
  • Complete all mandatory compliance training and support broader compliance education initiatives.

Regulatory Risk Management

  • Develop and maintain a comprehensive Regulatory Compliance Risk Register, identifying key legal and regulatory risks (e.g., market abuse, financial crime).
  • Lead risk assessments and provide forward-looking recommendations to the Chief Ethics and Compliance Officer.

Policy and Procedure Development

  • Lead rollout and enhancement of critical M&T compliance policies, including:
    • Market Conduct Standard: Expand the scope of market abuse offences relevant to trading activity.
    • REMIT Compliance: Formalise and document a complete REMIT framework (policy and procedure) to define responsibilities clearly.
    • Conflict of Interest Procedure: Contribute to the development of rules restricting personal account dealing.
    • Transaction Monitoring: Enhance standards around monitoring and control of proprietary trading.

Regulatory Reporting and Interface

  • Coordinate and standardise regulatory reporting processes across M&T teams.
  • Finalise and maintain a reporting responsibilities matrix (including Middle Office, Treasury, and E&C).
  • Manage breach reporting and regulatory notifications.
  • Serve as primary liaison with relevant regulatory bodies.

Control Implementation

  • Implement a proportionate market surveillance system to detect suspicious trading behaviours.
  • Establish information barriers and other mitigations to manage conflicts between hedging and non-hedging activities.

Training and Awareness

  • Deliver tailored market abuse training for M&T teams, with specific modules for traders.
  • Provide training and mentoring to Ethics & Compliance, Legal, and other key stakeholders.

Monitoring and Horizon Scanning

  • Monitor emerging regulatory developments and advise on strategic responses.
  • Conduct regular compliance risk assessments and proactively implement mitigating actions.

Record-Keeping and Retention

  • Ensure robust record-keeping practices for M&T, aligned with EMIR, REMIT, and other regulatory requirements.
  • Oversee retention policies for transaction data and associated documentation.

Other Duties

  • Undertake any other responsibilities as reasonably directed by the Line Manager.

Qualifications & Experience

  • Bachelor’s degree in Law, Business Administration, or a related field (essential).
  • Extensive experience in regulatory compliance within a Marketing & Trading environment (essential).
  • Deep understanding of relevant regulatory frameworks (e.g., REMIT, EMIR, MAR).
  • Proven experience in developing compliance controls and monitoring frameworks.
  • Excellent analytical and problem-solving skills.
  • Strong organisational and communication abilities.
  • Ability to manage multiple projects under pressure and meet tight deadlines.
  • Self-starter with a high level of initiative and the ability to work independently and collaboratively.
