Job Description - Contracts Officer

Job Title: Contracts Officer

Salary: £34,000 - £37,000

Working Pattern: Hybrid Working (2-3 days per week in the office)

Office Location: Westgate, Barnsley S70 2DR


Barnsley Metropolitan Borough Council’s strategic purchasing, procurement and contract management team have undertaken a significant transformation of their service to adopt new ways of working aimed at providing an efficient and effective service to support the Council Plan of Enabling Barnsley and build upon its successes as a double award-winning Council (LGC Awards 2023 and MJ Achievement Award 2023).


The Contract Management function has a role available for someone looking to grow their experience in contract management in the public sector, with a 12-month fixed term contract to cover for maternity leave.


I am excited to exclusively launch a Contracts Officer post, working within Jenny Lockwood’s forward thinking contract management team.


The successful candidate will be responsible for supporting the management and delivery of high value strategic contracts through embedding a consistent and commercial council wide approach to contract management and service provider performance management. This will also include supporting the project for the implementation of a new contract management system across the organisation.


Responsibilities will include:

  • Monitoring performance of service providers to ensure value for money and contract compliance
  • Managing procedural and data aspects of contracts in line with contract conditions, performance targets, and budgets
  • Ensuring accuracy of contractual payments (including unitary charges), applying correct deductions and raising purchase orders/invoices
  • Identifying contract breaches or performance issues and assist in implementing remedial actions
  • Preparing and analysing reports using market research, benchmarking, and performance data to drive improvements
  • Carrying out performance management and complex data analysis to promote high-quality contract compliance
  • Contributing to development and improvement of the Barnsley’s contract management toolkits and techniques.

The person:

  • Level 4 qualification in a relevant subject, or equivalent experience in managing contract and developing internal and external stakeholder relationships
  • Proficient at using contract and supplier relationship management systems and stakeholder management
  • Organised and systematic approach to contract management as well as a good understanding of how to monitor a contract
  • Comprehensive knowledge and understanding of procurement and contract management legislation
  • Experience within either private or public sector contract management.
