Rate: £800.00 per day umbrella // £703.53 per day PAYE inclusive // £627.76 per day PAYE exclusive

Job Description
Service Care Solutions are currently recruiting on behalf of a Local Authority in Berkshire for a Deputy S151 Officer to join the team on a temporary basis. The postholder will contribute to the management and direction of the service area including contributing to the implementation, monitoring and review of the Finance Service. To deputise for the Council’s S151 Officer as and when required.

Main Responsibilities
  • Be responsible for providing high level advice to senior officers and Members on Financial Management, Financial Planning.
  • To take an active role in ensuring that the Council has suitable and sufficient financial management arrangements in place to support senior managers in delivering good financial governance and control and to ensure that these arrangements are kept under review.
  • Ensure all financial statutory reporting obligations are fulfilled.
  • Provide advice to the Council and Executive, Members and Officers on relevant matters to ensure that decisions take into account of relevant financial management, financial policy and revenues and benefits implications
  • Leading / supporting service area projects, as required, including consulting with service users to ensure the views of all sectors of the community/Council are reflected in the recommendations
  • Provide long term strategic planning and target setting, including Service Level Agreements and Department Plans. Publishing targets and SLA performance statistics
CandidateCriteria
  • CCAB/CIMA Qualified Accountant with extensive experience
  • Experience of working at senior level in a Local Authority finance enviornment – ideally as a Deputy/S151 Officer
  • Experience of financial and budgetary management with the ability to formulate financial strategies that provide value for money and puts stakeholders at the centre of financial decisions
  • Strong management skills with the ability to align operations with strategic vision
  • High-level understanding of all legislation and other matters facing Local Government Finance
