Disposal Surveyor

6 Month Contract With A Local Authority

We are seeking an experienced and proactive Disposal Surveyor to lead and implement the disposal of the Council’s surplus property assets, helping to optimise financial returns and ensure efficient asset management.

You will manage and oversee a small Disposals Team (three surveyors and one project officer), delivering on the Council’s asset disposal programme. The role also includes contributing to leasehold management of income-generating assets, advising on asset enhancement opportunities, and supporting wider estate management strategies.

This is a high-impact role requiring strong commercial awareness, excellent negotiation skills, and a solid understanding of the public sector property landscape.

Key Responsibilities:

• Oversee the Disposals Team, including 3 surveyors and 1 project officer.
  




• Lead the implementation of the Council’s Asset Disposal Programme, identifying surplus properties and coordinating their disposal.
  




• Manage disposals by sale or lease, ensuring compliance with relevant legislation and internal governance procedures.
  




• Undertake or commission Red Book valuations and other supporting analysis to inform disposal strategies.
  




• Prepare and present property reports, including briefing notes and Executive or Key Decision reports, for internal and political stakeholders.
  




• Provide professional advice on asset enhancement prior to disposal, including planning potential, refurbishment, or development value (e.g. marriage value), in liaison with consultants.
  




• Support or lead property acquisitions as required for operational needs.
  




• Manage leasehold negotiations and lease re-gearing strategies to enhance rental income and asset value.
  




• Coordinate due diligence and legal processes involved in disposals, including sales via auction, private treaty, or tender.
  




• Lead negotiations with external stakeholders – including landowners, developers, agents, and solicitors – to secure the best terms for the Council.
  




• Develop and implement marketing strategies for surplus assets in collaboration with agents or in-house resources.
  




• Conduct property appraisals and informal internal valuations, providing clear advice to support strategic decision-making.
  




• Maintain accurate records to support the Council’s Asset Register, and contribute to the cyclical revaluation of Council-owned property.
  




• Monitor property market trends, legislation, and opportunities to support the strategic development of the Council’s estate.
  




• Build and maintain effective relationships with a wide range of internal and external stakeholders.
  

Essential Skills & Experience:

• Proven experience in property disposals, ideally within a local authority or public sector environment.
  




• Strong knowledge of property markets, valuation, and asset management principles.
  




• Ability to negotiate complex transactions, manage sales processes, and maximise financial return.
  




• Demonstrable experience preparing professional property reports and presenting to internal governance forums.
  




• Skilled in coordinating external consultants, legal advisors, and marketing agents.
  




• Excellent understanding of relevant legislation, including public procurement, property law, and governance.
  




• Experience in leasehold management and income-generating assets.
  




• Strong interpersonal skills and the ability to engage effectively with senior stakeholders.Full membership of the Royal Institution of Chartered Surveyors (RICS), or equivalent relevant professional qualification.
