Manchester City Council is seeking a Head of Housing Design and Delivery to provide strategic leadership and effective management within the Capital Programme Service of the Corporate Services Directorate. This role is pivotal in coordinating and governing multi-disciplinary teams, developing key relationships, and ensuring the successful delivery of housing programmes aligned with organisational priorities.

Day-to-Day of the Role:

• Lead and provide direction to both internal and external multi-disciplinary professional teams.
• Develop collaborative relationships within the Council and with contracting partners, focusing on the delivery of service plans.
• Manage the housing capital investment programme, ensuring projects are delivered on time, within budget, and meet quality standards along with Social Value and Carbon Reduction targets.
• Commission and coordinate resources effectively, maintaining control over project scopes and resource levels.
• Oversee commercial performance across all projects, ensuring alignment with contractual agreements.
• Develop a fully costed 30-year plan for investment and strategic asset management.
• Prepare and present detailed reports on the housing programme to senior management and relevant committees.

Required Skills & Qualifications:

• Higher level qualification (e.g., BSc, BEng, MSc, MEng) in a relevant construction or business management discipline, or equivalent experience.
• Extensive experience in coordinating and leading the delivery of construction projects, preferably in housing, within a multi-disciplinary environment.
• Full membership of an appropriate professional body (e.g., MICE, MCIOB, IMechE, MAPM, MICE) with a preference for Chartered status or working towards it.
• In-depth knowledge of construction-related contracts (JCT, NEC3&4, PSPC) and CDM 2015 requirements.
• Understanding of the national policy context for local government, particularly in relation to capital programmes and construction projects.
• Advanced project and programme management skills, with a proven track record in financial management of complex development programmes.
