Reed are leading the recruitment to an Interim Head of Procurement position for a Greater Manchester Local Authority. his role involves managing all aspects of the sourcing lifecycle, ensuring compliance with legislation and maintaining the highest professional standards of procurement practice.

The successful candidate will support the Director of Finance in developing the Commercial Services Strategy and will be accountable for the delivery of the Sourcing Strategy, including achieving annual savings targets and service KPIs.

Day-to-day of the role:

• Develop and implement a Council-wide Sourcing Strategy, embedding a strategic approach to category management within the organisation.
• Lead complex sourcing activities for key categories of spend.
• Ensure effective communication of the Sourcing Strategy and build personal relationships with key stakeholders to maximise stakeholder buy-in and compliance.
• Monitor performance and market behaviour data relating to key suppliers, incorporating this data into category sourcing strategies.
• Collaborate with the Transformation Team to develop the pipeline and prioritised work plan for the Procurement Service, aligning it with the corporate plan and priorities.

Required Skills & Qualifications:

• Proven experience in a senior procurement role within a local authority.
• Strong leadership skills with experience in strategic planning and category management.
• Excellent communication and stakeholder management skills.
• Ability to lead complex sourcing activities and manage significant categories of spend.
• Knowledge of procurement legislation and best practices.
