Head of Strategic Asset Management

We’re working with Bristol City Council who are looking for a strategic leader with deep experience in property asset management, building safety, and sustainability. We are seeking a Head of Strategic Asset Management to drive innovation, regulatory excellence, and long-term value across our housing assets.

Role: Head of Strategic Asset Management

Location: Bristol City Council

Set-up: Hybrid (to be discussed)

Rate: £700/day via umbrella, inside IR35

Duration: 9 months

Hours: Full-time position

Key Responsibilities:

• Lead and manage the Asset Management, Building Safety, and Energy & Renewables teams, setting strategic direction and ensuring compliance with all statutory and regulatory standards
• Develop and implement a forward-looking Asset Management Strategy, integrating investment planning, performance monitoring, and customer engagement to inform a 30-year HRA business plan
• Oversee strategic planning for building and fire safety, ensuring full compliance and risk-based decision-making across the property portfolio
• Drive the delivery and growth of renewable energy initiatives, aligning sustainability targets with housing investment priorities
• Provide leadership and reporting to the Housing Committee, Executive Management Team, and other stakeholders, shaping policy and service outcomes through data-driven decision-making

Skills & Experience Required:

• Relevant professional qualification in property, housing, or asset management – or equivalent substantial experience at a senior level
• Proven track record of leading large, multidisciplinary teams and delivering strategic asset plans in complex public sector or housing environments
• Expertise in building safety, energy performance, and landlord compliance, with a clear understanding of regulatory frameworks including the Regulator of Social Housing’s consumer standards
• Strong skills in data interpretation, performance analysis, and using asset data to inform strategy and service improvements
• Exceptional communicator with the ability to influence and negotiate with senior stakeholders and build strong internal and external partnerships
