Housing Property Compliance Manager

Rotherham Council's Housing Property Service team are looking for a Housing Property Compliance Manager. This role is crucial for ensuring that our housing stock remains compliant with all regulatory and legislative requirements, aligning with Council objectives. You will lead a high-performing team, playing a pivotal role in maintaining safety and quality standards across our properties.

• Act as the accountable person for fire safety under the Building Safety Act 2022.
• Lead a team of compliance officers and surveyors to develop and implement best practices, processes, and policies related to housing compliance.
• Ensure that all compliance areas, including gas, electrical, water safety, asbestos, fire safety, damp and mould, and lift maintenance, meet statutory guidelines and legal requirements.
• Maintain key databases and support systems relevant to compliance, such as works orders, guarantees, and safety certificates.
• Conduct regular reviews of compliance processes and procedures to ensure they are up-to-date with legislation and statutory requirements.
• Oversee quality assurance inspections to ensure adherence to policies and statutory requirements.
• Manage remedial actions for compliance issues, ensuring timely completion and documentation.
• Produce detailed reports and presentations for the Senior Management Team, Cabinet Members, and tenant representatives.
• Maintain professional competence and stay updated on regulatory, legal, and best practice developments.
• Monitor and report on team performance, benchmarking against council and national standards to ensure high service quality and value for money.
• Lead contractual performance meetings and address performance issues as necessary.
• Oversee and manage residential property compliance, including high-risk areas such as gas, electric, fire safety, lifts, legionella, and asbestos.
• Provide assurance to management that compliance measures are firmly in place to prevent incidents like fires, fatalities, and other critical risks.
• Work closely with engineers to review certificates, monitor contractor performance, and enforce immediate actions when necessary.
• Ensure 100% fire safety compliance and actively supervise contractor work to maintain standards.

• Extensive experience and knowledge in social housing compliance.
• Proven experience in managing staff and leading teams.
• Strong understanding of statutory landlord compliance areas and regulatory standards.
• Excellent organisational and leadership skills.
• Ability to produce and present detailed reports and data.
• Proficient in managing databases and compliance-related support systems.
• Valid Standard DBS on the update Service
• Hybrid Role 2-3 days minimum in the office
• NEBOSH Qualification Desirable
• Compliance experience within a housing association or local authority, particularly in residential stock.
• Senior-level experience managing staff and reviewing the work of compliance officers.
