Job Description - HR Policy and Reward Manager

The Royal Borough of Windsor & Maidenhead are currently recruiting for a HR Policy and Reward Manager to work in their team on a temporary contract

Job Advert: HR Policy and Reward Manager
Location: Maidenhead Town Hall
Pay Rate: £25.19 - £27.53 PAYE (dependent on experience)
Working Arrangement: Hybrid (2/3 days in office each week)
Working Hours: 37 hours per week (Monday to Friday)

Purpose of the Role
As the HR Policy and Reward Manager, you will lead the development and implementation of key HR functions, including reward and employee benefits, employee wellbeing initiatives, HR policies and procedures, pay and benefits strategies, school and partner strategies, and data protection compliance. Your efforts will support the council’s People Strategy and Workforce Profile, ensuring the council attracts and retains the workforce needed to deliver its Corporate Plan.

Main Duties and Responsibilities:

Employee Wellbeing:

  • Lead efforts to improve employee wellbeing through a holistic range of support services and initiatives
  • Develop and deliver the council’s wellbeing strategy and staff wellbeing programme.

Employee Reward and Retention

  • Develop and implement competitive pay and reward structures to attract and retain high-calibre employees.
  • Implement employee benefits programmes to enhance satisfaction and loyalty.
  • Conduct research, benchmarking, and modelling to support HR pay and reward policies.
  • Manage the council’s pay reward and staff benefits provision, including job evaluation and employee benefits contracts.
  • Oversee job evaluation procedures and ensure inclusive participation.
  • Handle gender pay gap and other ED&I reporting.

HR Policy Development and Compliance

  • Develop, review, and implement HR policies, ensuring compliance with legislation and best practices.
  • Stay updated on regulatory changes and recommend necessary policy updates.

School and Partner Service Management

  • Serve as the primary liaison for HR services with schools and academies.
  • Support schools and academies with statutory HR responsibilities, including policy development and pay advice.
  • Contribute to the development of customer and partner costing and charging strategies.

Data Protection and Privacy Compliance

  • Design and develop HR Service's data protection policy and processes, ensuring adherence to data privacy regulations.

Team Management

  • Manage, inspire, and develop a team of HR Officers.
  • General Responsibilities
  • Adhere to corporate management, information governance compliance, whistleblowing, safeguarding, project and work management, teamwork, risk management, business continuity, equality of opportunity, corporate values, and budget management.

Candidate Requirements:

  • Level 5 CIPD or above, relevant degree qualification, or relevant experience.
  • Previous experience managing an HR team.
  • Knowledge of HR, reward, and benefits processes
  • Experience in developing corporate policies, procedures, and initiatives.
  • Experience delivering presentations/training events.
  • Excellent report writing skills.
  • Collaborative approach to HR support.
  • Confidence when presenting to staff and senior leaders.
  • Experience using and manipulating HRIS (iTrent system experience desirable).
  • Experience in local government (desirable).

Skills, Abilities, and Competencies

  • Knowledge of UK employment laws and regulations.
  • Effective team member of the senior HR management team.
  • Ability to work independently with limited guidance.
  • Highly organised and detail-oriented.
  • Excellent communication skills, both written and oral.
  • Advanced research skills and ability to present information clearly.
  • Competent in using computer systems and Microsoft applications (Word, Excel, PowerPoint).Join our hard-working but easy-going team, where collaboration is key.
  • Knowledge of policy development and reward and benefits is essential. Public sector, local government, or schools experience is an advantage.
