  • Rate: £500 per day via umbrella
  • Location: Rotherham
  • Job Type: Full time hours (3 days in-office)

We are seeking an Interim Head of OD & Change to support a major organisational development and change agenda at Rotherham Council. This role is crucial for driving cultural and behavioural change, aligning cross-council goals, and delivering key transformation programmes. The successful candidate will combine strategic OD leadership with hands-on programme management, reporting directly to senior sponsors and the board.

Day-to-day of the role:
  • Lead OD and Change Initiatives: Drive large-scale change programmes including strength-based working, customer experience transformation, and integrated place-based workforce models.
  • Strategic Alignment: Ensure that cross-council objectives are aligned and opportunities for collaboration are maximised.
  • Programme Leadership: Serve as both Head of OD and Programme Lead, coordinating strategic updates to the board and working with sponsors on high-impact areas such as climate change and business intelligence.
  • Culture & Behavioural Change: Embed a values-led approach and use OD tools to shape organisational culture.
  • Workforce Development: Oversee apprenticeships, graduate programmes, and succession planning. Support equality, diversity, and inclusion both internally and in community-facing work.
  • Team Leadership: Manage a team of 4 direct reports.
  • Stakeholder Engagement: Build strong relationships across council departments, NHS, and community partners. Support relationship-based leadership and wider leadership events.
Required Skills & Qualifications:
  • Background: Open to various sectors, including NHS and local government.
  • Skills: Strong programme management, stakeholder engagement, strong emotional intelligence, and ability to resolve interpersonal challenges.
  • Experience: Exposure to local government and OD/change leadership is ideal. Not necessarily an HR expert, but must understand the human side of change.
  • Management: Substantial and successful direct management experience within this specialism, including policy development, corporate/strategic planning, and managing organisational development and/or change.
  • Budget Management: Successful budget management experience in a comparable organisation, including evaluating competing budgetary priorities within tight financial limits.
  • Knowledge: Understanding of current Local Government democratic processes and the political context.
