Learning and Development Specialist

We’re looking for a Learning and Development Specialist for our public sector client based in Swindon on an initial 6-month contract paying up to market rates per day Inside IR35.

This role offers hybrid working with a mix of on-site and remote delivery.

You’ll be supporting a busy learning function with a focus on digital learning platforms, procurement engagement, and programme coordination.

The successful Learning and Development Specialist will have proven experience in:

• Supporting procurement activities and tender submissions related to learning or digital education services

• Working with Learning Management Systems (LMS) and ensuring integration with platforms such as Oracle

• Analysing learning outcomes, producing evaluation reports, and applying recognised learning impact models

• Engaging with stakeholders across areas like EDI, wellbeing, and talent development

• Coordinating learning delivery, course scheduling, and provider liaison

• Creating or adapting digital learning content using tools such as Rise 360
