Job Description - Payroll Officer

Payroll Officer
  • Location: Oldham
  • Job Type: Full-time
  • Hourly rate: £14.04 per hour
  • Length of role: Initial 6 months.

We are seeking a dedicated Payroll Officer to provide accurate and timely payroll services in compliance with employment terms and UK Payroll legislation. This role is crucial for ensuring efficient payroll processing for both internal and external customers and requires a proactive approach to improve service efficiency.

Day-to-Day Responsibilities:
  • Prepare and process weekly and monthly payroll for Oldham Council and non-Oldham Council employees.
  • Perform pay run processes on scheduled days, making necessary adjustments to ensure accurate payments.
  • Assist the Senior Payroll Advisor in meeting payroll deadlines by communicating these across the organisation and ensuring workflow alignment.
  • Handle sickness absence processing, including monitoring entitlements to occupational and statutory sick pay.
  • Prepare and process monthly claim forms, such as overtime and expenses.
  • Assist with payroll administration tasks, including balancing PAYE and LGPS contributions.
  • Support year-end processing tasks, including collating taxable benefits and reporting to employees and HMRC.
  • Provide guidance to customers on pay-related queries and service conditions.
  • Deputise for the Senior Payroll Advisor during their absence, making decisions affecting day-to-day administration and payroll processing.
Required Skills & Qualifications:
  • Maths & English GCSE at grades A-C or equivalent, or willingness to achieve CIPP, NVQ Level 3 in Pensions or Payroll Administration within 18 months.
  • Experience using HR/Payroll/Absence Management ICT systems.
  • Proficient in Microsoft Office, including Word, Excel, and Outlook.
  • Ability to handle large volumes of data and resolve complex payroll queries.
  • Knowledge of legislation affecting salary payments and benefits, and data protection issues.
  • Ability to work under pressure, meet deadlines, and adapt to a busy and ever-changing environment.
