Job Summary:
⢠Rhondda Cynon Taf County Borough Council is seeking a Personal Advisor (14+) to provide short\-term maternity cover within Community Services.
⢠The role supports young people aged 14+ who are looked after, preparing to leave care or have left care, helping them transition successfully into adulthood.
⢠The postholder will deliver advice, guidance and practical support, acting as a key point of contact and advocate for young people.
⢠This is a full\-time agency role (37 hours per week), inside IR35, requiring flexible and mobile working.
Key Duties/Accountabilities (Sample):
⢠Act as Personal Advisor for young people aged 14+, working alongside social workers and partner agencies.
⢠Complete, review and update Pathway Plans, ensuring they are person\-centred, outcomes\-focused and reviewed at least every six months post\-18.
⢠Support young people to live in suitable accommodation and reduce the risk of homelessness or social isolation.
⢠Assess and support young peopleâs education, training and employment (ETE) aspirations and progress.
⢠Provide advice and practical support on independent living skills, budgeting and maximising income.
⢠Assess financial needs and arrange payments in line with Rhondda Cynon Taf 14+ policies and procedures.
⢠Distribute emergency, miscellaneous, birthday and festivity allowances in accordance with local policy.
⢠Maintain regular contact with young people and agree appropriate levels of engagement and support.
⢠Advocate on behalf of young people and ensure their views influence planning and service delivery.
⢠Maintain accurate statutory and administrative records using council IT systems.
⢠Work in accordance with Social Services and Wellbeing (Wales) Act 2014 and Children (Leaving Care) Act 2000.
⢠Develop and maintain effective links with accommodation providers, voluntary organisations and partner agencies.
Skills/Experience:
⢠Experience working with looked after children, care leavers or vulnerable young people aged 14+.
⢠Strong understanding of leaving care legislation and guidance, including pathway planning.
⢠Ability to assess needs and agree outcomes across housing, education, employment, training, health and finances.
⢠Excellent communication, advocacy and relationship\-building skills.
⢠Experience delivering practical, needs\-led support in a sensitive and person\-centred way.
⢠Strong organisational skills and ability to manage a caseload.
⢠Confident using IT systems to maintain accurate records.
⢠Willingness to work flexibly and in a mobile service.
⢠Enhanced DBS (Children and Adults) required.
