Job Description - Procurement Officer

Procurement Officer

Contract - 12-month Fixed Term Contract

Are you passionate about making a difference and contributing to a greener future? We're managing recruitment for an organisation dedicated to enabling and inspiring the public and private sectors to achieve ambitious net zero targets—helping create better places to live and work.

This organisation delivers government funding schemes to councils, schools, housing associations, hospitals, and universities, helping them boost energy efficiency, reduce environmental impact, and tackle fuel poverty. They also provide professional advice, expertise, and ongoing support for grant recipients, alongside sharing valuable insights to shape future policies and schemes.

Established in 2004, this organisation employs over 200 people with a primary office in Manchester and an additional base in London. If you’re looking to join a forward-thinking team committed to leading the way towards a sustainable future, this could be the perfect opportunity for you.

About the Role

As a Procurement Officer, you’ll support the organisation’s mission by contributing to their internal procurement function. This role will enable you to work collaboratively on innovative solutions while ensuring compliance and driving best practices.

  • Assist the Procurement Manager with project management and long-term strategy development when needed.

  • Develop tender documents in collaboration with the team.
  • Explore opportunities to secure social value through procurement efforts.
  • Draft clear and meaningful specifications and desired outcomes.
  • Ensure compliance with legal and organisational requirements while aligning with the departmental strategy.
  • Assist in managing risk throughout procurement processes.
  • Stay updated on relevant policies, best practices, and legislative changes, including the Procurement Act 2023.
  • Utilise e-procurement tools as needed.
Skills & Experience
  • At least 2 years of experience in procurement, ideally within the public sector.
  • Knowledge of procurement processes, including the development of written requirements (technical or commercial).
  • Familiarity with the Procurement Act 2023 legislation (desired).
  • Strong interpersonal and relationship-building skills with stakeholders and external organisations.
  • Experience in structured or project-based environments.
  • Excellent written and verbal communication skills, including the ability to draft reports with clarity and impact.
  • Financial literacy, numeracy, and analytical skills.
  • Proficient in MS Office and e-procurement tools.
