Programme Manager (Environmental)

Positive Employment is currently recruiting for a Programme Manager for our client a local government organisation in Southampton.

The successful candidate will work collaboratively with colleagues across the organisation to understand, collate and translate strategic objectives and deliverables into cohesive programmes of work designed to achieve the desired outcomes.

They will design, initiate, plan and/or manage the delivery of the programmes and initiatives, delivering within agreed timescales and parameters to achieve the defined benefits, successful outcomes and to ensure programmes are executed effectively.

This role is a 3 month contract with the possibility to extend.

Duties and Responsibilities but not limited to:

• Overall delivery management, responsibility and reporting of agreed programme(s) on time and within budget.
• Overall ownership of the programme budget, ensuring Project Managers are managing project budgets accordingly.
• Establishment of programme level governance and provide guidance to direct reports on delivery level governance and status reporting.
• Relationship management responsibilities (throughout the organisation including at Executive Director level).
• Working collaboratively to proactively identify and manage dependencies across projects and other programmes in the organisation’s suite of delivery.
• Successful achievement of agreed programme outcomes (including benefits realisation), through active delivery management and guidance of project managers.
• Line management of Programme Management team members and effective matrix management of the wider project team as appropriate.
• Actively managing delivery and commercial relationships with the key suppliers required to deliver the programme.
• Leading the development and approval of the programme business case in conjunction with the Programme Sponsor.
• Identifying resourcing requirements at the outset (through the programme lifecycle) and ensuring a balanced mix of permanent and flexible resources.
• Owning, maintaining and actively managing the programme RAID to ensure risk is actively managed and reported for the programme.

Personal Requirements:

• Knowledge in the following services would be beneficial: Waste, Fleet and City Services; Regulatory Services; Leisure Services; Parking & Traffic Management.
• Educated to degree level or relevant professional experience.
• MSP, APM or other relevant professional qualification.
• Experience of effective initiation and planning of a number of large-scale projects or programmes, including engagement of stakeholders, to set projects up for successful delivery.
• Experience of successfully managing programme budgets in excess of £1m and operating in accordance with financial policy and requirements.
• Experience of achieving cultural and behavioural change in support of new ways of working, to improve the experience or outcomes for the customer.
• Experience of overseeing programme level governance and management of key stakeholders in addition to project / multiple work stream reporting.

Working Hours: 37hrs / 9:00am - 17:00pm / Monday to Friday

Pay: £41.23 p/h
