Job Description - Procurement Business Partner (Procurement)




2 months contract with a Local Authority



Job Summary:



• This role supports the Head of Corporate Procurement in delivering the Council’s strategic procurement objectives.



• The postholder will lead on high-value, complex procurement projects and collaborate closely with senior management to shape and deliver effective long-term procurement strategies.



• This role also includes line management responsibilities and oversight of the Council’s e-procurement systems.







Key Duties/Accountabilities (Sample):



• Lead teams in the development and delivery of contracts that generate measurable service improvements and cost savings.



• Provide expert advice to senior managers and Directorate Management Teams on procurement and contract management strategies.



• Ensure all procurement activity complies with relevant legislation, including the Procurement Act 2023, GDPR, and Freedom of Information.



• Promote and embed self-service procurement practices through training, coaching, and system guidance.



• Act as a system champion for the Council’s e-tendering platform (ProActis), ensuring maximum utilisation and efficiency.



• Oversee commercial contract management throughout the contract lifecycle, driving performance and value for money.



• Manage and support a team of Procurement Officers, including performance oversight and professional development.



• Lead negotiations with suppliers where appropriate, aiming to achieve savings and service improvements.



• Maintain awareness of sector-wide procurement best practice and market conditions to inform strategy and execution.



• Deliver compliance checks, quality assurance, and reporting on procurement activity and expenditure.



• Support the use and administration of the Council’s Contracts Register and procurement systems.



• Undertake other duties commensurate with the nature and level of the role.







Skills/Experience:



• Strong knowledge of the end-to-end procurement lifecycle with extensive experience managing complex projects.



• Demonstrable ability to advise and influence senior stakeholders and deliver strategic procurement solutions.



• Significant public sector procurement experience, particularly in services.



• In-depth knowledge of procurement legislation and best practice, especially the Procurement Act 2023.



• Proficient in the use of Microsoft Office applications and advanced knowledge of e-tendering systems (ProActis preferred).



• Experience in developing tender documentation and evaluating bids using financial and analytical tools.



• Excellent interpersonal, negotiation, and problem-solving skills.



• Strong leadership and team management experience.



• Proven track record of achieving substantial cost savings and contract performance improvements.



• Effective planning, organisational, and analytical skills with attention to detail.



• Experience of contract management across a range of sectors (e.g., ICT, FM, Social Care, Construction, Professional Services).







Additional Information:



• Full membership of the Chartered Institute of Procurement and Supply (CIPS) or equivalent qualification.



• The role has line management responsibility for up to three Procurement Officers and supports approximately 400 staff involved in procurement activities across the organisation.



• This role is working from home primarily. They will need to be flexible to attend our Bracknell office to collect their laptop on their first day and attend any meetings that are essential to being face to face otherwise all remote.
