Job overview

An exciting opportunity has arisen for a proactive and focused individual to lead the medical directorate, supporting the Assistant Medical Director, Assistant Divisional Director and Clinical Directors in a wide ranging and critical agenda. 

The successful candidate will need to demonstrate appropriate analytical ability, influencing skills, leadership and expert knowledge of relevant contract/legislation, regulatory frameworks, performance management, clinical governance and financial across General Medical Services (GMS).

The post holder will have good knowledge and understanding of the GMS contract, and the ability to plan and co-ordinate and demonstrate leadership to the delivery of a range of functions headed up by the Deputy Medical Director and the team of Clinical Directors.

Main duties of the job

  • Developing, implementing and supporting the strategic direction and models of service delivery or quality improvement projects working across GP practices through the Neighbourhood Care Networks
  • Supporting Primary Care Clinical Directors with their lead areas in relation to sustainability, quality improvement, secondary care interface and pathway development.
  • Managing components of the delegated budget of the Medial Directorate.
  • Assisting with case management of complex practitioner concerns in close liaison with the Clinical Director and Assistant Divisional Director
  • Managing compliance with GP MARS requirements for GPs on the Health Board’s Medical Performer List.
  • Providing support for practices with difficulties regarding workforce shortages, safe service delivery or business continuity in collaboration with Borough teams and Primary Care Contracting Team.
  • Developing a robust training, mentoring and appraisal framework for all practice managers and provide mentorship for newly appointed practice managers in conjunction with the Academy team.
  • Supporting the development of new models of service delivery in line with the Primary Care Model for Wales and NCN plans.
  • Managing projects with the Primary Care Sustainability Plan and provide operational support during periods of transition.

The ability to speak Welsh is desirable for this post; Welsh and/or English speakers are equally welcome to apply.

Detailed job description and main responsibilities

The Senior Manager, Medical Directorate, will be responsible for supporting the Assistant Medical Director, Assistant Divisional Director (ADD) and the team of Primary Care Clinical Directorate and Strategic Change Team in taking forward the work programme of the Directorate. This will include a range of projects as well as ongoing support to a range of core functions that reside in the Directorate.

The job holder will need to demonstrate appropriate analytical ability, influencing skills, leadership and expert knowledge of relevant contract/legislation, regulatory frameworks, performance management, clinical governance and financial arrangements across General Medical Services (GMS). The job holder will have comprehensive knowledge and understanding of the GMS contract, and the ability to plan and co-ordinate and demonstrate leadership to the delivery of a range of functions headed up by the Deputy Medical Director and the team of Clinical Directors.

This will include working closely with the Deputy Medical Director/ Assistant Medical Director, Assistant Divisional Director and Primary Care Clinical Directors in:

  • Developing, implementing and supporting the strategic direction and models of service delivery or quality improvement projects working across GP practices through the NCNs
  • Supporting Primary Care Clinical Directors with their lead areas in relation to sustainability, quality improvement, secondary care interface and pathway development.

Qualifications and knowledge

Essential criteria

  • Educated to Masters Level or to degree level with clearly demonstrable level of knowledge and experience
  • Highly developed problem solving skills in a complex environment.
  • Experience in interpreting complex policy/statutory frameworks
  • Experience in developing effective multi-agency / professional partnerships to achieve complex objectives.
  • Experience in involving service users and clinicians / practitioners in service planning.

Desirable criteria

  • Direct service experience ideally including the planning, negotiation and performance management of services and / or investment plans at an organisational level.
  • Ability to speak Welsh.
  • Direct service experience at a senior level within a primary care environment

English

Essential criteria

  • Masters Degree level education or equivalent demonstrable level of knowledge & experience.
  • Experience in interpreting complex policy or statutory frameworks.
  • Experience in developing effective multi-agency / professional partnerships to achieve complex objectives.
  • Experience in managing people to effectively manage performance and development of employee talent to achieve individual and organisational goals.
  • Experience in involving service users and clinicians / practitioners in service planning. Service improvement experience.

Desirable criteria

  • Direct experience/ knowledge of working effectively within primary care,
  • Experience of programme management.
  • Ability to speak Welsh.

English

Essential criteria

  • Masters Degree level education or equivalent demonstrable level of knowledge & experience. Evidence of continuing professional development. Professional or managerial qualification or equivalent level of experience.

  • Ability to speak Welsh
