Job Description - C Operational Manager


We have an exciting job opportunity for the role of an Operational Manager within our C24 services within Merseycare. This role entails the management of the Core24 across the Liverpool & Sefton footprint ensuring Core24 services are managed effectively and a high standard of patient care is maintained. The post holder will be responsible for the effective management and ensuring that systems and processes are in place for training and development of the C24 workforce. This role involves leading the team in the delivery of project plans, allocating tasks as appropriate, identifying risks, issues and dependencies considering best practice and current options and ultimately making decisions in the best interest of the project. The post holder will also work closely with the other members of the senior leadership within mental health urgent care, specifically their colleague in the mid area covering C24 Warrington and Whiston. As part of this role there is an expectation that the post holder will support the out of hours on call rota and also cover a seven day working week on a rota. To ensure systems and processes are in place to provide management to C24 services staff across the division and ensure effect recruitment, training and development of this staff group. To work closely with our colleagues in the acute hospitals, ensuring patient flow is at an optimal level. To implement and monitor service redesign and transformation across C24 at pace ensuring no unintended adverse consequence arise and transformational activity achieves successful outcomes. To identify resources to provide the services on a day to day basis and to develop plans for strategic development in the service and financial framework and over the longer term. To contribute to service and corporate budgeting processes with delegated authority to manage financial and human resources. Lead the teams in the delivery of project plans, allocating tasks as appropriate, identifying risks, issues and dependencies considering best practice and current options and ultimately making decisions in the best interest of the project. To have a clear understanding of the capacity and flow from the acute trust beds to the community or our mental health beds. Mersey Care is one of the largest trusts providing physical health and mental health services in the North West, serving more than 1.4 million people across our region and are also commissioned for services that cover the North West, North Wales and the Midlands. Flexible working requests will be considered for all roles. To provide professional, operational and clinical leadership to staff across services. To facilitate the development and monitoring of non-clinical and clinical standards through the process of clinical audit and service review. To carry out regular agreed audits that will identify areas of good practice or the need for action. To monitor and take action ensuring national and local performance targets are achieved. To actively seek the view of Service Users and Carers in the development and monitoring of services to ensure that a high standard is maintained. To ensure that the Care Programme Approach is embedded across all aspects of the Service to support effective care pathways for service users and carers. To be a point of contact for service users carers and their families if they have any concerns about their care, and to offer reassurance or negotiate a satisfactory solution To utilise effective and well-established communication skills and to relay sensitive or contentious information to staff, service users or their carers. To use well-established verbal and non-verbal communication skills to interact with staff, service users or their families where there may be barriers to understanding. To provide verbal or written reports as requested by other departments or Service Leads on a variety of issues, e.g., complaints, incidents or investigations, ensuring investigations are completed within required
timescales. To maintain a high level of expertise/knowledge in the area of work ie, policies and procedures, clinical practice and staff management, in order to ensure delivery of high standards of practice in all areas. To ensure that clinical and non-clinical risk is identified and dealt with appropriately. To report any risk that cannot be managed at an acceptable level without external support. To exercise sound judgement skills to effectively manage the factors which have an impact on service delivery e.g. finances, resources, service user dependency and staff sickness/absence levels. To manage the performance of staff members utilising the relevant trust HR policies and procedures in areas such as sickness/absence, disciplinary, and capability and any other relevant areas and report any concerns accordingly. To identify areas for service development in the area of responsibility and liaise with other lead personnel to progress this development. To be accountable for high standards of service delivery. To contribute to developments across the workforce and new ways of working. To contribute to the development and monitoring of the trust’s framework for service governance that
encompasses a process of continuous quality improvement. To be accessible to service users, carers and staff in order to provide assistance, advice and support, including establishing links and open communication with relevant service user and carer forums. To collaborate with training providers and academic institutions to plan, co-ordinate and deliver training programmes in line with evidence based practice. This advert closes on Thursday 13 Jun 2024
