Adult Social Care Contract Officer

6 Month Contract With A Local Authority

The Adult Social Care Contract Officer will provide effective operational, contract and administrative support across Community Equipment and Reablement Services. The role will be responsible for coordinating contract monitoring activity, maintaining accurate contract and governance records, supporting system administration and ensuring effective communication across internal and multi-agency stakeholders.

The postholder will also undertake data coordination and analysis, using service activity, stock and financial information to identify trends, highlight issues and provide clear insights to support operational and senior decision-making. The role will contribute to service improvement, transformation and wider health and social care integration projects through practical project and analytical support.

Key Responsibilities

• Coordinate contract and service monitoring meetings, including scheduling meetings, preparing agendas and board packs, recording minutes and maintaining action logs.
  
  
  


• Work with internal teams, providers and multi-agency stakeholders to ensure contract monitoring actions are tracked and progressed within agreed timescales.
  
  
  


• Act as a super-user for the TCES (Transformed Community Equipment System) platform, providing day-to-day system administration and support.
  
  
  


• Set up and manage TCES user accounts, access permissions and privileges in line with agreed processes and security requirements.
  
  
  


• Respond to system queries, troubleshoot access issues and liaise with relevant teams to resolve technical or operational problems.
  
  
  


• Extract, collate, clean and analyse activity, stock and spend data from TCES and other relevant service systems.
  
  
  


• Use Excel and other appropriate tools to identify trends, variances, performance issues and emerging patterns within service data.
  
  
  


• Translate complex or detailed data into clear dashboards, reports, summaries and practical insights for service leads and senior managers.
  
  
  


• Support the monitoring of service performance and provide accurate information to inform contract management and operational decision-making.
  
  
  


• Cross-reference provider activity and service data against invoices, identifying discrepancies and escalating issues where appropriate.
  
  
  


• Maintain accurate and up-to-date contract documentation, records, monitoring information and administrative systems.
  
  
  


• Establish and maintain effective administrative processes for new and existing contract workflows.
  
  
  


• Provide background research, data analysis and administrative support to service leads undertaking service redesign and transformation activity.
  
  
  


• Support wider health and social care integration projects by providing accurate information, research and project coordination.
  
  
  


• Maintain confidentiality and ensure information is handled appropriately in accordance with relevant data protection, governance and organisational requirements.
  
  
  


• Contribute to a culture of continuous improvement, supporting new ideas and identifying opportunities to improve processes, systems and service delivery.
  
  
  

Requirements

Essential

• Experience of working in contract support, contract administration, data coordination, project administration or a similar role within a local authority, adult social care, NHS or other public sector environment.
  
  
  


• Experience of coordinating meetings, preparing documentation, recording actions and supporting governance or contract monitoring processes.
  
  
  


• Experience of working with service, performance, financial or operational data and producing clear analysis and reports.
  
  
  


• Strong Excel skills, including pivot tables, data formatting, filtering, sorting and basic formulas.
  
  
  


• Ability to extract, manipulate, reconcile and analyse information from databases or service management systems.
  
  
  


• Experience of maintaining accurate records, documentation and administrative systems.
  
  
  


• Strong organisational skills, with the ability to manage competing priorities, complex schedules and multiple deadlines.
  
  
  


• Excellent attention to detail, particularly when working with data, invoices, records and contractual information.
  
  
  


• Ability to identify discrepancies, trends and issues within data and communicate findings clearly to non-technical audiences.
  
  
  


• Excellent written and verbal communication skills, with the ability to work effectively with internal teams, external providers and multi-agency partners.
  
  
  


• Ability to work independently, use initiative and provide reliable operational support within a busy service environment.
  
  
  


• Good understanding of confidentiality, information governance and data protection requirements.
  
  
  

Desirable

• Hands-on experience using TCES (Transformed Community Equipment System) or an equivalent community equipment, social care or service management system.
  
  
  


• Experience of administering user accounts, access permissions and system privileges.
  
  
  


• Experience of working with Community Equipment, Reablement or wider Adult Social Care services.
  
  
  


• Experience of contract monitoring, provider performance management or invoice reconciliation.
  
  
  


• Experience of supporting service redesign, transformation or health and social care integration projects.
  
  
  


• Experience within a local authority or NHS environment.
  
  
  

Additional Information

• Hours per Week: 36 hours
  
  
  


• Location: Hybrid – minimum 1 day per week in the office, usually Thursday. Office: Guildhall 2, Kingston High St, Kingston upon Thames, KT1 1EU
