Job Description - Billing and Recovery Officer




3 months contract with local authority




This role is crucial for managing the recovery of Council Tax, ensuring compliance with legislation and council policies. The position involves initiating recovery actions, handling customer inquiries, and collaborating with enforcement agents. The role also requires attending court proceedings, compiling reports, and testing new software. A strong emphasis is placed on delivering excellent customer service and maintaining an understanding of equal opportunities and diverse needs.







Responsibilities:





  • Maintain current knowledge of Council Tax legislation, recovery laws, and related policies.

  • Administer Council Tax recovery processes, including issuing notices and coordinating with external enforcement agents.

  • Handle customer inquiries via phone, letter, and email, negotiating payment arrangements while ensuring high-quality customer service.

  • Manage cases returned by enforcement agents and decide on subsequent actions.

  • Assist in compiling statistics, reports, and testing new software releases for the Council Tax system.

  • Collaborate with senior staff to ensure cohesive corporate debt recovery and enforcement strategies.

  • Represent the authority in court for Council Tax liability cases as needed.

  • Prioritize and manage workload to meet objectives, targets, and customer needs.

  • Demonstrate awareness of equal opportunities and diverse behavioral, physical, social, and welfare needs.

  • Perform any additional duties as reasonably assigned.







Requirements








  • Ability to comprehend complex legislation.

  • Strong communication and negotiation skills, with the ability to make tactful and diplomatic decisions.

  • Proven initiative in achieving targets and deadlines, using discretion and judgment.

  • Capability to prioritize large volumes of work, focusing on urgent and vulnerable cases while maintaining accuracy.

  • Strong organizational and time management skills.

  • Awareness and understanding of equal opportunities and diverse needs.

  • Ability to work collaboratively within a team and adapt flexibly to work demands.

  • Experience in processing Council Tax accounts and recovery work.

  • Demonstrable knowledge and experience with Academy software.
