Building Surveyor (Damp & Mould)
Essex County Council is delighted to be supporting Harlow District Council in the recruitment of an experienced Building Surveyor (Damp & Mould) on a 12-month temporary basis. This is an exciting opportunity to play a key role in improving residents' homes and wellbeing by leading the investigation and resolution of damp, mould and condensation issues across the Council's housing stock. Please note that the successful candidate will be required to work on-site in Harlow a minimum of four days per week.

The Role
As Building Surveyor (Damp & Mould), you will be responsible for carrying out detailed property inspections, diagnosing building defects, and identifying the root causes of damp, mould and condensation within residential properties. Working closely with residents, contractors and internal stakeholders, you will develop practical solutions, oversee remedial works and ensure that all repairs are completed to the highest standards. This role offers the opportunity to make a real difference to residents by helping to create safer, healthier and more sustainable homes.
Key Responsibilities
Undertake detailed inspections and surveys of residential properties affected by damp, mould and condensation. Diagnose building defects and identify root causes using sound building pathology principles. Prepare clear technical reports, specifications and recommendations for remedial works. Manage and monitor contractors to ensure works are completed safely, efficiently and to a high quality. Ensure compliance with all relevant legislation, housing standards and regulatory requirements. Provide clear, professional and empathetic communication to residents throughout the lifecycle of each case. Maintain accurate survey records, reports and case management documentation. Monitor the effectiveness of completed works and identify opportunities for continuous improvement. Support the Council's wider housing and asset management objectives.
About You
We are looking for an experienced Building Surveyor with a strong understanding of residential construction, building defects and housing standards. You will have:
Proven experience in building surveying within housing, property or asset management environments. Strong knowledge of damp, mould and condensation diagnosis and remediation. Excellent understanding of building pathology and defect analysis. Experience of managing contractors and overseeing remedial works. Knowledge of relevant housing legislation, health and safety requirements and industry best practice. Strong report-writing, communication and stakeholder management skills. The ability to work independently while managing a varied caseload. A commitment to delivering excellent customer service and improving residents' living conditions.
