Capital Accountant

As part of their continued focus on developing the Finance team, Guildford Borough Council are now looking to recruit a permanent Capital Accountant to join the team. Reporting into the Chief Accountant, the role will be responsible for providing strategic financial and technical advice and support to the organisation. This will include the provision of business modelling; analysis of financial risk and financial management information in support of strong financial performance; completion of statutory accounts and budget processes; reconciliations and supporting regulatory reporting requirements.

The post supports the provision of insightful analysis; options appraisals; statutory accounting and corporate planning activity across the whole organisation with the capital budgets. The role is to perform financial analysis and provide technical support and to communicate a clear position to relevant officers and Budget Holders.

As the Capital Accountant you will also be responsible for the preparation and the production of the Capital Strategy, Investment Strategy, Management Strategy and MRP policy reports, including collating required information for the Prudential Indicators, in accordance with (statutory) deadlines as well as the preparation and production of the MTFS and accountability to ensure that all budget plans, expenditure commitments and debt levels are affordable for the Council. The role also includes production and monitoring of budgets for capital projects ensuring alignment with financial goals and regulations.

This is a permanent role and to be considered you will need to be a fully qualified accountant (CCAB) with previous experience in capital accounting as well as local government finance.

The role requires 3 days a week in the Guildford office and the salary range is £55,285 to £60,808.
