This role is available for as an Internal Secondment/ Fixed Term for 2 years. Internal candidates who are permanent employees of Luton Council will be appointed on a secondment basis, while external candidates and other eligible applicants will be appointed on a fixed-term contract for 2 years.
Current Luton Council employees applying for this opportunity must obtain written approval from their manager before applying (an email will suffice). A copy of this approval must be included with the application, as we will be unable to progress applications without it.

What You’ll be doing
As Aviation Skills & Careers Hub Manager, you'll lead the development and day-to-day running of the Aviation Skills & Careers Hub, shaping its strategy and ensuring it delivers meaningful opportunities for local residents. You'll work closely with employers across London Luton Airport and the wider aviation sector to identify skills needs, create programmes that address workforce gaps, and connect people with employment, apprenticeship, internship and work experience opportunities. You'll also build strong community partnerships, drive engagement initiatives, and represent Luton Rising at local, regional and national forums to promote skills development and career pathways within aviation.
What we’re looking for
We're looking for an innovative and collaborative professional with a strong track record of leading programmes within skills, employment, careers, education or workforce development. You'll bring experience of delivering services that support people into employment and career progression, alongside the ability to manage budgets, performance and resources effectively. A confident communicator, you'll be comfortable engaging with a wide range of stakeholders and building strong partnerships to achieve shared goals. You'll also have excellent organisational and project management skills, with the ability to balance multiple priorities and deliver measurable outcomes. Knowledge of apprenticeship programmes, skills funding and employer-led workforce initiatives will be important, as will an understanding of equality, diversity and inclusion and a commitment to improving opportunities for underrepresented groups. Experience within the aviation, transport, local authority or another regulated sector, together with an awareness of current and emerging workforce challenges, would be highly advantageous.
