Chief Development officer - Large Development projects - Erbil (Iraq)

My client is an exciting Conglomerate working across Infrastructure / commercial Property / and Construction, they have an amazing role for a Chief Development office to join their C-Suite team.

The Chief Development Officer (CDO) will serve as a senior executive overseeing the full commercial lifecycle of the flagship development. This includes the formulation and execution of commercial strategies across leasing, branding, pricing, partnerships, and monetization, while engaging with global and regional stakeholders to ensure strong returns and sustainable growth.

Responsibilities:
Commercial Strategy Development
Lead the creation and execution of a comprehensive commercial strategy spanning leasing, brand partnerships, mixed-use monetization, and long-term asset performance.
Define go-to-market plans for residential, retail, hospitality, and commercial components of the development.

Stakeholder Engagement & Partnerships
Act as the primary point of engagement for anchor tenants, strategic investors, real estate developers, and public sector stakeholders.
Build and maintain high-value partnerships that enhance project visibility and revenue potential.

Revenue Models & ROI Frameworks
Define pricing strategies, revenue forecasts, and value propositions that maximize investor returns.
Develop financial models to guide commercial decision-making and long-term monetization.

Positioning & Advocacy
Support the CEO and board in positioning the development as a premier regional investment opportunity.
Represent the project at investor forums, government meetings, and industry events to build credibility and visibility.

Team Leadership
Build and lead cross-functional, multicultural commercial teams to execute the project’s vision.
Instill performance-driven culture with accountability, innovation, and agility at the core.

Requirements:
• Extensive experience in senior commercial leadership roles within large-scale real estate
Infrastructure or public-private partnership environments.
• Proven track record of developing and executing commercial strategies for landmark or mixed-use developments.
• Strong experience in stakeholder engagement particularly with global investors government bodies and anchor tenants.
• Demonstrated ability to build and manage high-performing diverse teams across international markets.
• Strategic thinker with deep commercial acumen and execution capabilities.
• Fluency in English is essential; knowledge of Kurdish or Arabic is an asset.
• Advanced degree in Business Real Estate Urban Development or related field preferred.
