Reporting directly to the CEO and working alongside our Chief Financial Officer, Chief Delivery Officer and wider Senior Leadership, you'll have strategic responsibility and oversight of our corporate & commercial functions, drive strategic transformation, strengthen our commercial planning and capability and ensure the organisation has the people, governance and performance frameworks needed to succeed.

The Opportunity
As Chief of Staff, you will be one of the organisation's senior leaders, providing strategic leadership across our enabling services while ensuring that our corporate ambitions translate into measurable delivery day to day.
Working directly with the CEO, you will coordinate corporate priorities, lead major transformation programmes and provide oversight of key business functions including:
* Human Resources and Organisational Development
* Procurement and Contracts
* Corporate Support and Business Services
* Corporate Planning and Performance
* Strategic Commercial Development
* Governance and Organisational Assurance
You will also contribute towards our organisational response to Local Government Reorganisation, ensuring we remain agile, resilient and well-positioned to support our council shareholders through change.
What You'll Be Leading
Strategic Leadership
You'll help shape organisational strategy, advise the CEO and Board on performance and organisational resilience, and ensure our strategic ambitions become operational reality.
Transformation and Change
You'll lead and support complex transformation programmes across the organisation, building capability, embedding continuous improvement and preparing the business for significant structural change across local government.
Corporate Performance
You'll own the corporate planning cycle, performance framework and governance arrangements that drive accountability, transparency and organisational success.
Commercial Growth
Working with our Head of Procurement & Contracts, you'll help develop our commercial strategy, identifying opportunities to strengthen partnerships, grow services and enhance long-term sustainability.
People and Corporate Services
Working with our Head of HR & OD you’ll help support our leadership and people agenda across the company, and broader across our Procurement and Corporate Support functions, ensuring they provide modern, responsive and high-performing services that enable the organisation to excel.
Partnership Working
You'll build trusted relationships with shareholder councils, elected members, regional partners and other public sector organisations, acting as a visible ambassador for the Company and strengthening our reputation as a strategic delivery partner.
About You
We're looking for an accomplished senior leader who combines strategic vision with the ability to deliver complex organisational change across our operational delivery.
You'll bring:
* Significant senior leadership experience within a LATCO, local government, the wider public sector or another complex public delivery organisation.
* A proven track record of leading multiple corporate services and delivering organisation-wide transformation.
* Experience of advising Boards, Directors or elected members within complex governance environments.
* Strong expertise in one or more corporate disciplines, including HR, organisational development, procurement or corporate governance, supported by an appropriate professional qualification and demonstration of ongoing CPD.
* Experience on leading corporate planning, organisational strategy and performance management.
* Excellent political awareness and an ability to build trusted relationships across multiple stakeholders.
* Commercial awareness, strategic thinking and the ability to balance innovation with strong public sector governance.

Recruitment timetable and process

Psychometric Assessment: w/c Monday 21st September 2026. This will be completed by Teams or telephone, will last approximately one hour and will be undertaken by an external consultancy.
Final interviews: Wednesday 30th September 2026.
Interview format: Final interviews will include a 10-minute presentation, with the topic shared in advance, followed by a panel interview with our Chief Executive and Chief Delivery Officer, supported by an independent stakeholder representative.
Stakeholder discussion: Candidates invited to final interview will also take part in an informal stakeholder group discussion with employees from the business areas the Chief of Staff will lead.
