Job Description - Chief Risk Officer

Chief Risk Officer
Border to Coast
Leeds (hybrid)

Border to Coast is one of the largest asset pools in the UK and the largest asset manager outside of London and Edinburgh, responsible for c. £40bn across a range of asset classes managed both internally and externally. Authorised in 2018 through a collaboration of 11 Local Government Pension Funds with a total asset value of c. £60 billion (as at 31st of March 2023), Border to Coast is FCA-regulated, and is expected to continue its growth as it continues to support its Partner Funds in making a difference for the Local Government Pension Scheme.
Our Partner Funds are responsible for paying the pensions of more than one million members, employed by over 2,700 local employers, who provide services to millions of local taxpayers. As a customer-owned, customer-focussed organisation, we’ve developed a reputation as long-term, responsible and innovative investors and have already delivered over £70m in savings and are on track to deliver over £367m in our first decade of operation. Following the Mansion House reforms announced by the Chancellor in July 2023 this is an exciting time to be part of pension pooling.

Chief Risk Officer
We are looking for a Chief Risk Officer to join our Executive Team, reporting directly to the CEO and working closely with the Chair of the Board Risk Committee. You will play an active part in the Executive team embedding Border to Coast’s collaborative and learning culture across the Company whilst ensuring that there is a robust risk management framework in place to ensure strong risk-based decision-making and to enable Executive and Board oversight.
The successful candidate will need to demonstrate a balance of skills and track record, including:
First-rate people leadership skills, with the ability to engage, collaborate, coach and inspire.
Second line of defence (Risk and Compliance) leadership expertise with the ability to shape and deliver a robust risk management agenda across enterprise, operational, financial and investment risks in the context of a growing and still relatively new organisation.
Experience across the applicable risk universe including thorough knowledge of direct asset owner and/or investment management environments.
Experience and/or capability of influencing and partnering Board level stakeholders.
Experience in Executive and Board governance, including chairing meetings, and, as supervisor of the SMF 16 and SMF 17 role-holder(s) and the potential to move to the FCA’s Enhanced Regime in due course, working knowledge of the FCA’s Senior Managers Certification Regime.

We welcome applications from people of all backgrounds. We have an open and supportive culture with a commitment to learning and valuing everyone’s skills and contribution.
