Job Description - Clinical Lead

We are seeking an experienced and highly skilled Clinical Lead to provide senior

clinical leadership across our Children and Young People (CYP) and TDDI (Learning

Disability, Autism and Complex Needs) services in Preston.

This is a key clinical governance role with responsibility for ensuring safe, high-quality,

and person-centred care across complex community packages. You will lead on

clinical oversight, safeguarding, risk management, Positive Behaviour Support (PBS),

and quality assurance, working closely with families, commissioners, and

multidisciplinary teams.

You will act as a senior clinical decision-maker and escalation point, ensuring care

delivery is safe, effective, and fully aligned with regulatory and best practice standards.

Key Responsibilities

Clinical Leadership & Governance

• Provide senior clinical oversight across CYP and TDDI packages

• Ensure all care plans are clinically robust, person-centred, and regularly

reviewed

• Lead on clinical governance, including audits, incident reviews, and learning

outcomes

• Contribute to root cause analysis (RCA) and service improvement plans

• Ensure compliance with CQC (or equivalent) regulatory standards

Safeguarding & Risk Management

• Act as clinical safeguarding lead for escalation and concerns

• Ensure safeguarding policies and procedures are embedded across practice

• Lead risk assessment processes and ensure effective mitigation strategies

• Liaise with external safeguarding bodies and MDT partners where required

Leadership, Training & Competency Development

• Provide clinical supervision and leadership to nursing and care teams

• Lead and deliver clinical training across the service, ensuring staff

competence in all required clinical skills

• Assess, verify, and formally sign off staff clinical competencies in line with

organisational and regulatory standards

• Support recruitment, induction, and ongoing workforce development

• Identify training needs and drive continuous improvement in clinical practice

• Support performance management and clinical standards adherence

Family & Stakeholder Engagement

• Act as a senior clinical point of contact for families and carers

• Lead MDT meetings, care reviews, and commissioning discussions

• Ensure co-production principles are embedded within care planning

• Manage complex and sensitive discussions with professionalism and empathy

Operational Clinical Support

• Provide escalation support for complex clinical situations

• Support safe and effective delivery of care across community-based packages

• Work collaboratively with MDTs, commissioners, and partner agencies

• Contribute to service development and clinical pathway improvement

Essential Criteria

• Registered Nurse (RNLD, RSCN, RMN or RGN with relevant complex care

experience)

• Active NMC registration (if applicable)

• Significant experience within CYP, autism, learning disabilities or complex care

services

• Strong clinical leadership and governance experience

• Proven experience in Positive Behaviour Support (PBS) frameworks

• Strong safeguarding and risk management expertise

• Experience managing community-based complex care packages

• Excellent communication, leadership, and decision-making skills

Desirable Criteria

• Experience within commissioned packages (PHB / NHS / private care)

• MDT leadership and multi-agency working experience

• Clinical audit and governance experience

• PBS qualification or formal behavioural training

• Experience in workforce development and competency frameworks
