We are looking for an exceptional Community Insight and Engagement Senior Manager to lead Lancashire County Council's strategic approach to community insight, engagement and place-based working. This is a highly influential leadership role that will help ensure the voices, experiences and needs of Lancashire's diverse communities directly inform policy, service design and local delivery. 

 

About The Role:

As the Community Insight and Engagement Senior Manager, you will lead the development and delivery of the Council's Community Insights Hub, a key corporate priority that will provide high-quality intelligence to support evidence-based decision making across the organisation. 

You will work closely with senior leaders, elected members and partners to strengthen community engagement, develop innovative approaches to capturing lived experience, and ensure that seldom-heard voices are reflected in the services we deliver. 

This role also plays a pivotal part in supporting place-based working across Lancashire, bringing together local insight, partnership working and community engagement to improve outcomes for residents. 

 

What You'll Be Doing:

You will:

  • Lead the Council's strategic approach to community engagement and insight. 
  • Develop and embed a council-wide framework for engagement and community intelligence. 
  • Oversee the Community Insights Hub and ensure insights are translated into action. 
  • Champion inclusive engagement approaches, particularly with underrepresented and marginalised communities. 
  • Support place-based working through strong local intelligence and partnership collaboration.
  • Build strong relationships with district councils, NHS organisations, public sector bodies and voluntary, community and faith sector partners. 
  • Lead and develop a high-performing team while ensuring effective management of resources and budgets.
  • Produce high-quality reports, insights and briefings for senior leaders and elected members. 

 

About You:

We're looking for a strategic and collaborative leader with:

  • Significant experience leading community engagement, insight or participation functions within a complex organisation. 
  • A proven track record of influencing at senior levels and delivering strategic programmes.
  • Experience of working across partnerships and public sector environments.
  • Strong understanding of community engagement methodologies, co-production and community-centred approaches. 
  • Expertise in research, data and insight analysis, with the ability to turn evidence into practical action. 
  • Experience of place-based working and multi-agency collaboration. 
  • Excellent communication, influencing and relationship-building skills. 
  • A commitment to equality, inclusion, innovation and continuous improvement.
