Compliance Manager – Leicester Hours: Monday to Friday, 37.5 hours per week

The Compliance Manager plays a pivotal role in driving excellence in health, safety, environmental and regulatory compliance across the Leicester PFI contract.
This is a second-line assurance role, focused on governance, oversight, competence and risk control across a diverse operational landscape including vehicle workshops, transport, waste collection, recycling centres, transfer stations, and construction activities.
You will ensure alignment with Biffa’s standards while meeting all contractual and legal obligations, embedding a strong compliance culture and leading continuous improvement initiatives.
Acting as a key point of contact for regulators and internal stakeholders, you will ensure operations remain safe, compliant and audit-ready at all times.
Your core responsibilities
Provide compliance oversight across all Leicester PFI operations, ensuring adherence to health, safety, environmental and regulatory requirements
Plan, lead and review risk assessments, ensuring hazards are identified, controlled and clearly communicated to operational teams
Establish and manage a comprehensive, risk-based audit and inspection programme, ensuring actions are tracked and closed effectively
Drive audit readiness across all sites, ensuring documentation is controlled, accessible and compliant
Act as the central subject matter expert for regulatory interpretation, supporting inspections, audits and site visits
Oversee incident investigations, ensuring root cause analysis is completed and corrective actions are implemented
Lead compliance governance for emergency preparedness, business continuity and incident response planning
Ensure compliance systems, including EcoOnline and COSHH, are maintained, accurate and up to date
Analyse trends in incidents, near misses and audit findings to proactively reduce risk exposure
Develop and maintain compliance training frameworks and competence matrices across operational teams
Support and embed Biffa Management Standards, Blueprint and GIMS, driving continuous improvement in safety and environmental performance
Collaborate with senior leadership, SHEQ teams and operational managers to ensure consistent compliance delivery
Our essential requirements
Full UK driving licence
IOSH Certificate or equivalent health and safety qualification
Strong working knowledge of health, safety and environmental legislation within waste or industrial environments
Proven experience liaising with external regulators and supporting audits, inspections and compliance reviews
Experience interpreting legislation and translating it into practical operational requirements
Experience working across multiple sites or operational functions
Strong organisational skills with the ability to manage competing priorities effectively
Confident communicator, able to influence stakeholders at all levels
Desirable
NEBOSH Certificate in Occupational Safety and Health or Environmental Management
Experience with ISO management systems, 9001, 14001 and 45001
Experience in planning workloads or supporting operational resource management
