About Us

Hull City Council established its Building Safety Team in 2024 in response to major legislative changes, including the Building Safety Act, Fire Safety Act, and Fire Safety (England) Regulations, introduced following the Grenfell Tower tragedy.

Our team is dedicated to ensuring the safety of multi-occupancy dwellings across the city. This includes oversight of:

• 19 high-rise buildings
• 7 medium-rise buildings
• 4 sheltered blocks
• 445 low-rise blocks

We work in close partnership with the Housing Investment Team, which manages responsive and cyclical maintenance, specialist compliance works, planned improvement projects, and refurbishment schemes for a stock of 24,000 domestic properties. In addition, we collaborate with the High-Rise Tenancy and Facilities Management teams to deliver a comprehensive approach to building safety.

The Job

An exciting opportunity has arisen for two full-time, permanent Contract Officers to join the Building Safety Team.

These roles will provide effective customer focussed administrative support which includes arranging meetings, minute taking, raising orders and processing invoices, maintaining databases/data entry, production of letters and other communication materials for residents and other general administrative functions.

The role offers flexibility, with work based across offices, home, and site locations, depending on team needs and daily requirements.

What We’re Looking For:

The successful candidate will be professional, empathetic, and able to handle sensitive issues appropriately, referring to relevant services when necessary.
To maintain high standards of competence within the Building Safety Team, ongoing training and development will be provided. Candidates must demonstrate essential skills, knowledge, experience, and behaviours aligned with the role.

PURPOSE: To be an effective member of the Investment Services Team contributing to the development and delivery of a programme of integrated projects by supporting all initiatives with professional contract support management information, thereby enabling the ‘Decent Homes’ , repairs and maintenance strategic plan to be achieved and statutory obligation and compliance to be maintained.

 

PRINCIPAL ACCOUNTABILITIES: Please note decision making must be included within the Principal Accountabilities

1. Assist in the production of managerial reports, statistics and information from a range of complex data bases by running and establishing data collection methods so that all programmed work to meet Decent Homes, repairs and maintenance, can be achieved.

2. Raise all relevant documentation including computerised ordering and completion of all work, so that all improvement work is documented to achieve the Decent Homes Standard.

3. Liaise with individual tenants, tenant groups, members, Housing staff and contractors so that resident complaints, official complaints, any issues, concerns or problems are followed through and responded to.

4. Support senior staff in the implementation of the Council’s compliments and complaints policy within Investment Services, ensuring targets are met.

5. Provide a professional meeting support including all arrangements, minute taking and use of technology so that meetings can be held to progress all matters relating to delivery of the Decent Homes and repairs and maintenance.

6. Provide contract support to a range of specialist services so Investment Team objectives can be met.

7. Deal with the inspection, reporting processing and monitoring of all contract works in consultation with managers.

8. Performs a range of staff and operational support activities and general office housekeeping.

9. Use technology to produce a professional material, letters and other materials. Provide responses to residents’ letters for manager’s signature to ensure that all enquiries are dealt with and a log of all correspondence is maintained.

10. Contribute toward the co-ordinated drive for continuous improvement in preparation for future inspections to ensure achievement of a 3 start Housing Service.

11. The Health and Safety at Work etc. Act 1974 and associated legislation places responsibilities for health and safety on Hull City Council, as your employer and you as an employee of the council. In addition to the Councils overall duties, the post holder has personal responsibility for their own health & safety and that of other employees; additional and more specific responsibilities are identified in the Council’s Corporate H&S policy.
