Job Description - Contracts and Project Support Officer

A Public Sector organisation based in Reading are seeking a dedicated Contracts and Projects Support Officer to join their Property and Asset Management Service. In this role, you will work closely with managers and the Contracts Manager to ensure effective forward planning for procurement, deliver procurement exercises, and produce necessary documentation. You will support contractor performance management and ensure compliance with the Contract Procurement Regulations, organisational governance, and regulatory frameworks.

This is a permanent position based in Reading and we are able to offer hybrid working.

Key Responsibilities:

  • Manage and develop the service’s contract database and documentation.
  • Maintain the forward plan for goods, services, and works contracts, implementing necessary actions in a timely manner.
  • Prepare quotation and tendering documentation, incorporating necessary specifications.
  • Use the council’s IT Intend System for quotation and tendering activities, including evaluating and awarding contracts.
  • Prepare documentation for management and policy committee reports to seek approvals for procurement and contract awards.
  • Assist in contractor performance monitoring and management.
  • Undertake actions to improve performance, extract value, and agree on variations.
  • Define and implement supply chain governance, ensuring compliance with Council policies and procedures.
  • Assure and track project plan and milestone delivery for projects and programmes reporting through the PMO HUB.
  • Track forecasting and capacity planning for resource project financial management and benefits realisation.

Qualifications and Experience:

  • Ideally you will have a relevant professional qualification (e.g., IACCM) or a recognised business qualification is desirable.
  • Experience in tendering for services, goods, and works, and preparing necessary documentation.
  • Experience in supplier management and principles of supplier development.
  • Knowledge of Public Sector whole lifecycle contract management.
  • Strong negotiation skills to achieve and maintain necessary improvements and extract maximum value.
  • Experience in building strong relationships with suppliers and understanding market trends.
