Crossings and Utilities Manager

The Anglian Water Strategic Pipeline Alliance (SPA) project currently involves the planning, design and construction of circa 320km of new strategic, large diameter, clean water interconnector pipelines and associated infrastructure across Anglian Water’s region. The SPA Alliance is also taking on responsibility for the future interconnector pipelines, a further 260km of strategic interconnector pipelines and associated infrastructure. 

The role is accountable for developing and delivering crossing and utility strategies, managing specialist subcontractors, coordinating design and construction interfaces, and ensuring compliance with legal, technical and safety requirements. The postholder will lead a multidisciplinary team responsible for utility management, stakeholder engagement, trenchless construction activities, and continuous improvement of utilities processes across the Alliance.

This role will be hybrid working, 2 days in WWH and 2/3 days on-site.  Primary SPA sites will be Irby to Elsham (north Lincolnshire), and Norfolk interconnectors but must be willing to travel across the region to all sites if required.

Responsibilities 

• Lead and manage the Crossings and Utilities function across the programme.
• Manage multidisciplinary teams, specialist subcontractors and utility coordinators.
• Develop team capability, resource plans and succession planning.
• Drive a culture of collaboration, accountability and continuous improvement.
• Act as the Alliance subject matter expert for crossings and utilities matters. 
• Provide strategic management of tunnelling, HDD, pipe-jacking and open-cut crossing activities.
• Develop crossing strategies and select appropriate construction methodologies.
• Manage design development, contracts and specialist subcontractors.
• Review technical drawings, risk assessments and method statements.
• Monitor programme performance and implement corrective actions where required.
• Ensure delivery aligns with programme, quality and commercial objectives. 
• Lead the Alliance utility management strategy and governance framework.
• Own the timely and accurate provision of utility information across all projects.
• Ensure compliance with HSG47, CDM Regulations, PAS128, PAS256 and other relevant standards.
• Maintain oversight of utility searches, diversions, third-party supervision requirements and asset protection agreements.
• Establish and manage utility performance measures, trackers and reporting.
• Identify opportunities for innovation, automation and continuous improvement within utility processes.
• Provide technical leadership and assurance for all utility-related activities. 
• Lead engagement with utility asset owners, highways authorities, Network Rail, environmental regulators and other third parties.
• Coordinate activity between design, construction, GIS and project teams.
• Resolve complex utility and crossing issues that impact programme delivery.
• Ensure effective communication and information sharing across the Alliance. 
• Deliver exemplary health, safety, environmental and quality performance.
• Ensure safe systems of work are implemented and adhered to.

Knowledge, Skills, and Experience

Essential 

• Significant experience in civil engineering, infrastructure, utilities or major projects.

• Strong knowledge of trenchless technology, crossings delivery and utility management.

• Detailed understanding of HSG47, CDM Regulations, PAS128 and PAS256.

• Proven experience managing multidisciplinary teams and contractors.

• Significant experience in civil engineering, infrastructure, utilities or major projects.

• Strong knowledge of trenchless technology, crossings delivery and utility management.

• Excellent stakeholder engagement and negotiation skills.

• Ability to interpret technical drawings and specifications.

• Strong commercial and programme management awareness.

   

Desirable

• Experience delivering utility diversions and third-party agreements on major infrastructure projects.

Essential

• SMSTS qualification

• Full UK driving licence

Desirable

• Degree or equivalent qualification in Civil Engineering, Construction or related discipline

• Temporary Works Coordinator (TWC) qualification

• Experience using GIS, BIM/CAD systems and FME

• NEBOSH Construction Certificate or IOSH qualification
