Job Description - Deputy Head of Procurement

Job Description

Venesky-Brown’s client, a public sector organisation in Glasgow, is currently looking to recruit a Deputy Head of Procurement on a permanent basis on a salary of £56,992 - £61,522/annum. This role will be hybrid based - working a maximum of 2 days per week from home.

Responsibilities:

- To develop, implement and review processes to effectively control all aspects of departmental governance, including compliance with all legal aspects of procurement, internal regulations, including SFI’s, workflow management and audit recommendations
- Provide specialist procurement leadership, technical expertise and advice across the wide and diverse range of service areas and disciplines. Supporting clinical and non-clinical services to understand and comply with corporate and statutory governance
- Lead and direct on key high value strategic and complex projects, including strategy, specification, tendering and commercial assessment, contract creation and post contract management stages, all in accordance with Public Procurement legislation
- Lead and direct the Procurement Function, developing the procurement strategy and enhancing capability within the teams through providing technical expertise, planning, motivation, delegating and open communication ensuring the team develops a professional approach to achieve key results
- Recruit, lead, mentor, motivate and develop a high performing team to ensure they are able to meet new challenges and are adaptable to the significant continuing technological and organisational changes taking place within the public procurement arena, setting and monitoring their objectives thereby maximising team and individual performance
- In conjunction with senior budget holders and business partners, identify, influence and market procurement solutions to deliver revenue savings on a recurring basis, whilst encouraging service efficiency and new ways of working
- Promote effective working relationships by enabling open and frequent communications and engagement with executives, senior managers and clinicians, whilst working to change culture to ensure the organisation works in a strategic way in the procurement arena, this work contributing directly to the strategic planning and implementation of service improvement and transformation programmes
- Lead a programme of accelerated periods of intensive procurement activity, through interrogating spend data and market intelligence, identify key areas of opportunity. Working alongside general managers or associate nurse directors, lead of a team of stakeholders to deliver identified savings and ensure on going work is embedded into the procurement department work-plan
- Set key priorities for the procurement department ensuring a rolling work programme is developed; allocating financial and people resources to ensure effective delivery
- Develop and embed a programme of positive supplier relationships, whilst maintaining good corporate governance across all areas of spend, through a Supplier Performance Management Programme to provide on-going opportunities to enhance and improve the current purchasing initiatives to the benefit of the organisation.
- Develop an effective reporting mechanism to demonstrate Value for Money, develop KPI’s setting targets that will demonstrate compliance and delivery of the agreed procurement strategy
- Work in partnership with colleagues in organisations across the organisation and the wider public sector to influence national strategies and procurement initiatives to exploit benefits to the Board through the development of the integration and transformation models

Essential Skills:

- Expert knowledge of procurement strategy acquired by professional procurement qualification (CIPS) or vocational level 4 plus Masters level qualification or equivalent experience at a senior level in the field of purchasing and supplies management within a large scale, complex, multi discipline environment
- Broad and deep experience at a senior level in the field of purchasing and supplies management within large scale, complex, multi-discipline environment.
- Track record in delivering effective procurement services across a widely dispersed operating environment
- Proven track record in delivery of change management and strategic procurement
- Proven track record in high value complex commercial procurement including strategy development, specification writing, tendering, contract aware, contract and key supplier management, dispute resolution and continuous improvement
- Deep and current knowledge of Public Procurement Regulations
- Effective communications and interpersonal skills
- Ability to motivate and lead staff to ensure customers receive the benefit of a modernised approach to supply chain management
- Highly developed commercial acumen focused on delivering best value through proven professional procurement skills, techniques and practices
- Ability and experience to take a lead role in the delivery of best practice commercial practice, providing mentoring, advice and guidance on best strategic and tactical options within the prevailing legislative framework to the departments lead Commercial Officers and Buyers
- Proven ability to develop the most effective processes and systems to ensure goods are provided which meet the varying and complex needs of the End Users requirements

Desirable Skills:

- In-depth knowledge of contract law
