Job Description - Development and Regeneration Surveyor

Rate: £31.74 per hour Umbrella
Summary
This is a 3-month contract opportunity with a local authority, offering a rate of £31.74 per hour via an umbrella company. The role involves providing expert guidance on property, development, and regeneration across the Council's property portfolio. The successful candidate will support strategic regeneration priorities and capital projects by leading development appraisals, feasibility studies, and viability assessments. Additionally, the role includes managing land assembly, acquisitions, and disposals, while identifying ways to optimize assets for sustainable economic, social, and environmental benefits. Collaboration with internal services, external partners, and stakeholders is essential to achieve successful development and regeneration outcomes in Pembrokeshire.
Responsibilities
Lead and participate in feasibility studies, options appraisals, and business case development for regeneration projects.
Prepare and present development appraisals and viability assessments to aid decision-making processes.
Identify and advance regeneration schemes to maximize the value of Council-owned assets.
Support the planning and execution of a pipeline of projects aligned with Council objectives.
Conduct site investigations, condition surveys, and due diligence activities.
Assist in preparing funding applications, grant submissions, and business cases with thorough financial and viability analysis.
Ensure that sustainability, equality, and social value principles are integrated into all projects and recommendations.
Requirements:
Extensive experience in property development, regeneration, asset management, or a related field.
Proven track record in preparing development appraisals, feasibility studies, and viability assessments.
Experience in managing development and regeneration projects from inception to completion.
Demonstrated experience in acquisitions, disposals, land assembly, and property negotiations.
Ability to manage multiple projects and deliver results within set timelines and budgets.
Essential Qualifications
Degree in Surveying, Real Estate, Property, Regeneration, Planning, or a related discipline.
Full UK Driving Licence or the ability to travel independently throughout the county as required.

Working hours: 37 hours per week
Location: County Hall, Freemans Way, Haverfordwest, Pembrokeshire, SA61 1TP, United Kingdom
Payment schedule: Bi-weekly
