Development Control Engineer

1 Year Contract With A Local Authority

To support the delivery of the Council’s Highway Development Control function by assessing the highway and transport impacts of development proposals, managing development-related highway agreements, and ensuring new highway infrastructure is delivered, constructed and adopted in accordance with relevant legislation, policies, standards and specifications.

The postholder will provide specialist highways and transportation advice on planning applications, manage statutory highway agreements, protect and enhance the Council’s highway assets, and support sustainable growth across the borough. The role requires a strong combination of technical engineering expertise, stakeholder management, project coordination and site supervision experience.

Key Responsibilities

• Assess the highway and transport implications of planning applications and development proposals.
  
  
  


• Provide professional highways and engineering advice to Planning Officers, developers, consultants, elected members and other stakeholders.
  
  
  


• Manage and process Section 38 (Highway Adoption), Section 278 (Developer-Funded Highway Works) and Section 184 (Vehicle Crossings) applications and agreements.
  
  
  


• Review, assess and technically approve highway design submissions, engineering drawings and construction details.
  
  
  


• Negotiate highway requirements, legal agreements and technical solutions with developers, consultants and legal representatives.
  
  
  


• Prepare engineering assessments, technical reports, cost estimates and professional correspondence relating to development proposals.
  
  
  


• Undertake site inspections and monitor highway construction works to ensure compliance with approved plans, standards and specifications.
  
  
  


• Identify engineering issues arising on site and work with developers and contractors to achieve appropriate solutions.
  
  
  


• Support the adoption of new highway assets and ensure all required standards are met before adoption.
  
  
  


• Administer and monitor bonds, deposits, fees, commuted sums and financial contributions associated with development schemes.
  
  
  


• Maintain accurate records relating to applications, agreements, highway assets and financial information.
  
  
  


• Monitor budgets, expenditure and service income associated with development control activities.
  
  
  


• Represent the Highway Authority at meetings, consultations and stakeholder engagement events.
  
  
  


• Liaise closely with Planning, Legal, Transportation, Asset Management and Engineering teams to ensure coordinated service delivery.
  
  
  


• Support the Senior Development Control Engineer and provide cover or deputise where required.
  
  
  


• Ensure compliance with health and safety legislation, corporate governance requirements, data protection regulations and customer service standards.
  
  
  


• Contribute to continuous improvement initiatives and support service performance objectives.
  
  
  

Requirements

Essential

• ONC, HNC or equivalent qualification in Civil Engineering, Highway Engineering, Transportation Engineering or a related discipline.
  
  
  


• Minimum of two years’ post-graduate experience within highways, transport, development management or civil engineering.

• Experience supervising contractors and inspecting highway construction works.
  
  
  


• Ability to provide clear and professional technical advice to developers, consultants and stakeholders.
  
  
  


• Strong report-writing, communication and negotiation skills.
  
  
  


• Ability to manage multiple projects, agreements and competing priorities.
  
  
  


• Knowledge of construction health and safety requirements.
  
  
  


• Strong customer-focused approach and commitment to service delivery.
  
  
  


• Full UK Driving Licence or ability to travel throughout the borough as required.
  
  
  

Desirable

• Degree qualification in Civil Engineering, Transportation Engineering or a related discipline.
  
  
  


• Experience working within a Local Authority Highways Development Control environment.
  
  
  


• Experience of highway design auditing and technical approval processes.
  
  
  


• Experience of highway adoption and highway asset management.
  
  
  


• Project management experience.
  
  
  


• Budget monitoring and financial management experience.
  
  
  


• Experience drafting technical reports, committee reports and professional correspondence.
  
  
  


• Proficiency in Microsoft Office, including Excel and Word.
  
  
  


• Experience contributing to service improvements, performance management and income generation initiatives.
  
  
  


• Membership of a relevant professional institution such as ICE, CIHT or equivalent.
