Description

Costain have won extensive work across the water sector to support the AMP 8 investment cycle. We have been appointed by United Utilities as one of 7 partners to Enterprise, delivering £5.5bn of projects in the Asset Management Period 8 (AMP8) between 2025 – 2030, and AMP 9 (2030 – 2035).  Our scope is to provide project management, design, construction and commissioning services on design and build schemes throughout the North West and Cumbria region covered by United Utilities. Projects vary in value, covering both infrastructure and non-infrastructure assets on water and wastewater sites with wider Enterprise partners.

We are looking for Electrical Authorised Person to support the delivery of our United Utilities (UU) AMP8 projects supporting them from outline design through to commissioning and handover.

You will be working within the wider construction delivery team engaging with designers to challenge and support efficient design development, supporting procurement and managing subcontractor delivery and commissioning both at their locations through manufacture, and on-site during installation and commissioning. Throughout this you will be supporting the development of programmes and budgets and once in delivery, managing works aligned to these whilst also proactively monitoring safe and high quality delivery.  

You will be able to communicate and engage with a variety of stakeholders confidently and maintain relationships with all stakeholders and partners (from internal teams to secure specialist inputs, site operators, Client teams and supply chain partners). 



Responsibilities
  • Ensure compliance with requirements for all Electrical Safety Operating Procedures
  • Implement, administer, and monitor the Costain Electrical Safety Operating Procedures
  • Responsible for operating and maintaining LV electrical systems, electrical safety of those systems and for issuing of Costain LV Electrical Safety Documents
  • Assess, review and appoint skilled and competent Persons for defined work and maintain a register of skilled and competent Person’s appointments and training dates
  • Continuously monitor the performance of all Skilled and Competent Persons
  • Prior to any electrical sub-contractor carrying out works on site, the Authorised Person shall review all LV electrical sub-contractors and the person that will be working on site carrying out any works
  • Responsible for detection, Identification and spiking of cables on site
  • Attend site meetings as required and contribute to the programme to ensure Electrical Works requirements and timescales are included
  • Co-ordination / Management of multiple contractors and other stakeholders, in particular those which incorporate element(s) of electrical works
  • Ensure all electrical works are constructed and tested in accordance with the works information, regulations and standards
  • Review and approve RAMs that include working with installation, commissioning, operating, and maintaining LV electrical systems
  • Manage the strict adherence of project SHE processes and requirements at all times
  • Responsible for ensuring all records concerning low voltage electrical systems including contractor documents required for O&M and handover are kept up to date and are stored as per the project specification
  • Undertake audits on internal works and process’ and audits on contractors.
  • Ensure all allocated training is completed by the due date
  • Implement and maintain safe systems of work in accordance with Site Health and Safety Management procedures. This includes a regular assessment of new risks and hazards that may not be specifically covered by safety system documentation already in place

Knowledge, Skills, and Experience

Essential:

  • Experience of delivering Electrical packages across the project lifecycle in a collaborative delivery environment
  • Good written and oral communication skills. 
  • Experience of working in a highly collaborative and team orientated environment
  • The ability to manage and control tasks of a team and subcontractors
  • Be familiar with Highways equipment, systems or installations for which appointment is sought
  • Be able to demonstrate competency and suitability for the role through a formal interview (and if required via a contract/site-based examination/assessment) carried out by the Authorising Engineer before being appointed
  • Have previous experience in the development, implementation, monitoring, administering, and auditing of electrical safe systems of work
  • Demonstrate the use of electrical control documentation and application of Electrical Safety Operating Procedures
  • CSCS
  • Full UK Driving licence 

 

Desirable:

  • Water industry experience
  • Experience supporting multidisciplinary teams over multiple locations
  • Experience of working with both construction and design teams
  • A personal drive for continued professional development
  • Have undertaken recognised LV AP Training


Qualifications
  • Relevant engineering or project management qualification 
  • Successful completion of an Authorised Persons training course approved by Authorising Engineer
