An exciting opportunity has arisen for an experienced Manager to join the Counter Terrorism Unit (CTU) Business Services Team in our modern offices near to Birmingham International Airport. The role oversees the provision of an effective and efficient Employee Resourcing service, which includes all HR, Recruitment, Learning & Development and Duty Management transactional services. The Employee Resourcing Team provides support services to the West Midlands Counter Terrorism Unit that deals with tackling terrorism both locally and nationally.

We are looking for a highly motivated and enthusiastic individual who will manage two direct reports and oversee a team of approximately seven staff, who perform a wide variety of functions including employee lifecycle transactions, recruitment, workforce planning & establishment management, duty management & rostering and booking of training courses. You will ensure establishment and strength data is reconciled and provide accurate HR data locally, regionally and nationally. You will be responsible for ensuring that accurate data/information is provided to support CTU Workforce Strategy Group to enable decisions to be made in relation to resource management across the whole department. You will ensure that management information is provided to the CTU Senior Leadership in a timely manner to support strategic decision making. You will have effective organisational skills to manage the workload of a number of staff to ensure delivery of actions within tight timescales.

You will have a knowledge and understanding of HR Policies and have a proven ability to innovatively problem solve, work to tight deadlines and have excellent people management skills. You will have excellent verbal and written communication skills and will work closely with other WMP departments to ensure a corporate and consistent approach is embedded into service provision to CTU; whilst also ensuring they are delivered in the most efficient and cost-effective manner.

You will attend various meetings, representing the Business Services department, and may be required to support training to line managers in relation to HR processes. On a day to day basis, you will ensure that resources are deployed across the team to ensure SLAs are met and provide administrative support on an ad hoc basis to other CTU departments. You will also be required to be flexible during periods of significant operational activity, which may result in contact out of office hours to arrange specific resourcing.

You will be required to have a multi-functional and flexible approach due to the limited size of the team and the varying requirements of the whole department, including working closely with other team managers and provide cover in their absence and consider work processes in a holistic manner across the department.

Essential skills/competencies for role

Substantial experience of managing and developing teams within an Employee Resourcing environment with clear evidence of outputs achieved/delivered
Professionally qualified (CIPD) or proven track record of knowledge and experience in one or more specialised fields in HR, Resource Management, Recruitment, Business Administration
Knowledge and experience of developing standard operating procedures, processes and audit controls
Creative thinker - with the ability to see the bigger picture. Able to understand the strategic aims and objectives of the organisation
Able to lead, be a role model and inspire the team.
Demonstrable experience and ability to effectively communicate at all levels
Manages resources and plans for high performance to gain the maximum benefit, plans ahead and demonstrates breadth of thinking
Achieves outcomes for customers - is customer and outcome focussed and strives for continuous improvement. Uses initiative, is innovative and delivers change. Resilient with a propensity to persevere.
Able to deliver results in a highly pressurised environment and work without direct supervision.
Desirable skills/competencies for role

Knowledge of WMP HR Policies
Experience of using Oracle based systems, including Oracle HR
Analytical & Presentation skills
Security Checks

⚠ This role is subject to successful completion of Enhanced SC Vetting .

You must be a British citizen to work for the Counter Terrorism Policing West Midlands (CTPWM). If you hold dual nationality, with the primary nationality British, you may also be considered. For the purposes of safeguarding national security, applicants will be required to hold or acquire the appropriate national security vetting clearance as above.
