Public Health Officer (Noise & Nuisance) – 8 Week Contract








Location: 2 Bristol Avenue, Colindale, London, NW9 4EW




Rate: £224.77 per day (Umbrella)




Contract: 8 Week Contract




Hours: Full Time




Working Pattern: Shift-based, including occasional evening and out-of-hours work as needed




Pay: Bi-weekly








Summary








Barnet Council's Public Health Noise and Nuisance Team is looking to hire two seasoned officers on a temporary basis to address a surge in service demand. The appointed individuals will tackle a variety of environmental and public health challenges, such as noise disturbances, pest issues, illegal dumping, bonfires, and other environmental grievances impacting residents and businesses throughout the borough. This role is ideal for professionals experienced in Environmental Health, Noise & Nuisance, or Public Protection, who are adept at conducting investigations, enforcing regulations, performing site visits, and collecting evidence in accordance with applicable laws.








Responsibilities









  • Investigate and address complaints related to:

    • Noise disturbances


    • Construction site noise


    • Amplified music


    • Barking dogs


    • Pest infestations


    • Illegal dumping


    • Bonfires


    • Other environmental nuisances



  • Respond to service requests in line with established service standards.


  • Conduct site inspections and collect evidence for statutory nuisance complaints.


  • Perform witness visits during office hours and, when necessary, conduct out-of-hours investigations.


  • Draft and issue notices under:

    • Environmental Protection Act 1990


    • Control of Pollution Act 1974


    • Other pertinent environmental legislation



  • Monitor adherence to formal notices and enforcement actions.


  • Investigate violations and implement suitable enforcement measures.


  • Compile evidence and documentation for legal proceedings, tribunals, and court cases.


  • Offer advice and guidance to residents, businesses, and stakeholders.


  • Assist with engagement and enforcement activities at events and public gatherings.


  • Maintain accurate records, reports, and evidence files.


  • Collaborate with:

    • Licensing Teams


    • Community Safety Teams


    • Housing Services


    • Other Council departments


    • External agencies



  • Contribute to projects and initiatives aimed at service improvement.


  • Achieve performance targets for complaint investigation and resolution.

Requirements:









  • Experience in investigating:

    • Noise complaints


    • Environmental nuisance complaints


    • Public protection or environmental enforcement issues



  • Familiarity with:

    • Environmental Protection Act 1990


    • Control of Pollution Act 1974


    • Noise Nuisance Legislation


    • Enforcement Procedures



  • Experience in evidence collection and preparation of enforcement cases.


  • Experience in drafting statements, notices, and legal documents.


  • Understanding of:

    • Criminal Procedures and Investigations Act 1996 (CPIA)


    • Police and Criminal Evidence Act 1984 (PACE)



  • Strong investigative and problem-solving abilities.


  • Excellent communication and customer service skills.


  • Experience handling challenging complaints and interactions with residents.


  • Ability to work independently and manage a diverse caseload.


  • Proficient in report writing and record-keeping.





Desirable









  • Qualification in Environmental Health or relevant experience.


  • Experience in Local Authority Environmental Health.


  • Experience presenting evidence in court or tribunal settings.


  • Experience in investigating statutory nuisance complaints.


  • Knowledge of public health and environmental enforcement activities.
